The Study On The Construction Of Ecological Government In The Objective Of Ecological Civilization

With the rapid development of the economy, it is obviously displayed the eco-environmental problems. The voice that people want to construct the ecological-civilization society is rising higher. Given the increasingly serious and complex eco-environmental problems, the central government clearly proposed that construction of ecological civilization society at the seventeenth party's reports. Construction of ecological civilization is the intrinsic requirement of implementing the Scientific Development Attitude. Ecological civilization calls for ecological government. Furthermore, to construct ecological government reflects the new realm of ecological civilization. To construct the ecological government is greatly significant to develop ecological civilization, to resolve the ecological crisis, to promote the economic and social development healthy, to innovate the government administrative system and to build a harmonious society and so on.Firstly, this article analyses the meaning of ecological civilization, ecological government and their relations. Combined with Chinese national conditions, it is learned from the ecological point of view. Also, it is pointed that ecological government includes three basic concepts, namely, awareness of ecological civilization, ecological management function, and ecological responsibility.Secondly, this article analyses some questions in the construction of ecological government. Because the construction of government is a systematic project, it will face many barriers. Such as the awareness of ecological among the local government and the public, ecological protection law, economic social and ecological benefits imbalance, the government functions.Finally, this article concludes how to build the ecological government. That is, we should view the Scientific Developing Attitude as the core sense of ecological civilization, strengthen the ecological construction law and ecological management functions. Also, Government should set up a sound mechanism for performance evaluation of ecological aspects. Only in these ways can we build the ecological government and lay an important foundation of constructing harmonious community.
