Research On Key Techniques Of Radio Resource Allocation In Relay-enhanced Cellular Networks

As a kind of "foreign policy", government purchasing of public service is the outcome of social public service system reform in western countries. At present, it’s regarded as the best choice to transform the government functions, improve the administrative efficiency, support social organization and optimize the social resources in many countries and regions. Since the reform and opening-up policy starts, the public service way provided by government develops towards pluralism along with the improving of public service system in our country, has initially formed the social management system of "Party leadership, government responsible for, social coordination, public participation, legal protection". However, since the government gradually can not meet the diversity and expertise demand of public service, it’s urgent to transform the government’s function and innovate public service supply mode as well, to improve the administrative efficiency, realizing the goal of "small government, big society" with the help of the professional strength of social organizations.Therefore, this paper will do research on the outsourcing of work safety technology service in XinJin Work Safety Supervision Bureau, making summary analysis of the technical inspection service outsourcing practices and related elements with the theory of public management, theory of public governance and theory of public decision-making, aiming to improve the overall operation level.With the qualitative researching method, inductive method and investigation method, I will present the purchase background, purchase reason, purchase contents and source of funds systematically about the outsourcing case and summarize the related experience and effect in this paper. Then, I will analyze the three key innovated points of decision-making model, process management and supervision and evaluation, conclude the effects and enlightenments for every points, provide some more complete and feasible suggestions.This paper does not only give a simple summary on the model innovation of supervision, but also analyze the practice trends of the work safety supervision innovating needs from political, economic and technology aspects. With the help of this article, I hope to resolve the most realistic dilemma on the way of practice exploration for the government public service outsource, and provide references for the professional production safety technical inspection outsourcing or other public service outsourcing work.There are still some shortcomings on the evaluation index and the performance management system for professional production safety technical inspection service outsourcing, which does not be analyzed deeply and will be a future research direction.
