Research On The Risk Prevention Mechanism Of Government Purchase Of Garbage Sorting Services

With the transformation of Chinese government to streamline administration,delegate power and optimize service functions,domestic governments at all levels have begun to explore the introduction of market competition mechanism in some fields such as pension,sanitation and engineering construction.Public services will be outsourced to qualified enterprises and social organizations through public bidding and other forms.And government purchase has gradually become an important way of public service innovation in Chinese government departments.However,a few areas of Chinese government purchase are still in primary stage,some potential risks still existing in each link,and risk prevention mechanisms need to be improved.Therefore,this paper is directed by the theories of stakeholders and risk management,based on fieldwork study,analyzing the risk types of the government's purchase of garbage sorting services to summarize the "4S" risk prevention mechanism.G Street located in S city has been taken as a research sample in this paper.Based on the previous data collection and analysis,it is found that G Street has a long history in purchasing sanitation services,which presents great effect.Having taken deeply interview of S Street and community,the author found that there presents great superiority of government purchasing public services in the practice of purchasing household garbage sorting treatment and other sanitation services.Firstly,this paper introduces the current garbage classification and management system of G Street through fieldwork study.Secondly,the general process of purchasing garbage sorting service in G Street is sorted out,including the purchasing process,implementation process and supervision process.Thirdly,through interviews and data sorting,it is found that there are still risks of service in low quality,adverse selection,administrative dependency and fragmented management in the service purchase of G Street.Finally,"4S" risk prevention mechanism which is taking Stimulate,Synergy,Supervise and Share as the core should be constructed by the government's purchase of garbage sorting services.This paper holds that the study on the risk prevention mechanism of local government's purchase of garbage sorting service enables multiple subjects to cautiously avoid potential risk inducements caused by unclear rights and responsibilities and disharmony of subjects' interests in the purchase process,so as to better prevent risks under the circumstance of complex contract management and external environment.At same time,it can also accelerate the cultivation and expansion of environmental protection enterprises,public welfare organizations and other new market entities and social forces,promoting the innovation of social services and governance mechanisms,further improving the quality and efficiency of municipal household garbage classification,and highlighting the environmental and public value of the government's purchase of garbage classification services.
