In recent years, the survey found that the pollution of China’s coastal is serious, the waters around 50% is contaminated, the direct reason of this result is that emissions of pollution from land-based sources. According to statistics, the number of outfalls decreased from 609 in 2006 to 427 today, though more substantial, but the pollution situation is not optimistic, most of the water quality near the sea outfall is worse than Grade IV. The location of outfall is very important, it affects water quality around and aquatic wildlife in that. Settings of a number of outfall is not rational because of sewage outfalls demonstrate the lack of uniform scientific method.In this paper, it studied the methods of outfall location, established the ecological suitability analysis, grey decision, P-Median method and 2-stage uncapacitated plant location problem model(2-UPLP), applied them to the outfall location and siting of a sewage treatment plant. Among them, it based on the P-Median model and 2-UPLP model logistics location and proposed modified models suitable for the location of outfall and sewage treatment plant.Based on the theoretical study of the methods, further cases were studied to verify the feasibility of the method.It selected Luoyuan Bay and Meizhou Bay for analysis. In case of Luoyuan Bay, the proposed method s were uased to evaluate seven alternative within the bay to find suitable drainage area for existing sewage treatment plant. Quangang petrochemical park in Meizhou Bay as a case study, it aimed at setting up a sewage treatment plant for nine petrochemical enterprises in the park and finding the right sewage waters. Two cases fully verified the practicability of theoretical methods in actual outfall location problems. This approach system will provide technical support for the siting location of outfalls and sewage treatment plants.
