Therefore, prevention and control of environmental noise pollution in city, is the inevitable requirement of promoting the protection of human health, city construction, economic development and social progress. The foundation and basis of city environmental noise pollution prevention and control is the city environmental noise function zoning.Chaoyang City is a typical development in three line city, city planning more confusion, severe noise pollution, noise pollution prevention and control work late. The theory is based on the analysis of the present situation of sound environment Chaoyang, according to the Chaoyang City city overall planning, construction planning, land use status information, basis "for city regional environmental noise Division technical specifications" and related technical standards on environmental protection, starting from the characteristics of city environment and city functions, closely rely on the environmental noise function area, in the to meet the significant level of confidence interval width and given the premise, reflect the environmental noise level of the whole city with less number of samples. By comparing the different types of noise function area division method, this paper carried out environmental noise function zoning of Chaoyang City environmental noise function unit by using optimization method, and the forecasting of the zoning results were verified using status evaluation method and model, and according to the division of division of validation analysis results were optimized, and then determine the Chaoyang City environmental noise function zoning.The main conclusions of this thesis are as follows:1 in the planning of Chaoyang City City built-up area 79 square kilometers area, is divided into 4 class 9 standard areas of application, including 1 class 3,2 class 2,3 class 3,4 class 1,2, to the small town environment the functional divisions of the significance, current situation of acoustic environment most of the small town of Chaoyang city environment quality present situation and our country’s similar, so in the process of environmental noise function zoning for other small towns in the reference and the research results in this paper,there is a certain guiding significance for it.
