Human contact with chemicals more and more widely with the growing number of chemical species. The long-term, potential and cumulative environmental risk of chemicals gradually exposes out, and it has aroused the concern of the international community. The major developed countries have introduced related management of chemical list and some international conventions have developed. China’s environmental problem is also serious. The frequent pollution of heavy metals shows obvious cumulative effect, and it signs that China has entered a cumulative environmental hazard highlight period.The comprehensive directory of environmental protection is a catalogue of environmental protection for the industrial products, and it provides the object for the reduction and replacement of the high environmental pollution and the high environmental risk products. This work serves the formulation of the comprehensive directory of environmental protection, and studies the cumulative environmental risk assessment of chemical and industrial production.This work analyses and imitates foreign chemical management systems and related products lists. According to the pollution risk analysis of the chemicals which international society has focus on, this paper selects toxicity, degradation, bioaccumulation and volatile four physical parameters to establish cumulative environmental damage model. According to different conditions of application, it can be divided into macro and local models. Taking the local model for example, this paper selects common chemicals as calculating sample. To build compound conditional model, this paper uses the chemicals in the international chemical management lists as the pointer, and analyzes model results function in filtration and accumulation of chemicals. According to the model of compound conditions, this paper screens 11 kinds of chemicals from the computational results and analyses fire explosive products, DNT, TNT and RDX cumulative environmental risk. The result shows that their cumulative environmental risk is high, and chronic toxicity masters mainly.At the same time, in order to screen out industrial production process with cumulative environmental risk, this paper uses the concept of environmental cost, to establish cumulative environmental cost model(CER). With China’s environment census data, taking heavy metals for example, this paper measures the environmental cost of heavy metals in current industry classification in China, and uses the CER model to calculate the cumulative environmental cost of different technologies of PVC.
