In recent years, Chemical industrial park develops quickly in China. Meanwhile, there are some environmental risks such as fire, blast, toxic leakage in the industry. Because high temperature and pressure must be applied during the producing process, and its products have characters of combustibleness, explosiveness and high toxicity, also the potential risks are caused by transporting and storing huge sum of those products. Some acute problems about environment, health and security appear, and sudden accidents happen frequently in the chemical industrial park.Based on the study of environmental risk assessment, and summarizing the domestic and foreign research status quo basis, especially the United States Environmental Protection Agency about the risk management plan chapters, through identifying chemical industrial park major environmental risk sources, the chemical industrial park environmental risk classification management measures was discussed and environmental risk management system was preliminary constructed on the basis of environmental risk assessment, which mainly includes risk identification, source item analysis, consequences calculation, risk assessment, hierarchy and risk management plan formulation, etc., and makes environmental risk assessment and risk management closely combined.Finally, the proposed method was applied to identify risks of a chemical industry park in Henan Province, using quantitative method, combining with software-atmospheric EIA Professional Assistant System of 2008 versions and American EPA RMP* Comp Ver.1.07, the forecast consequences of biggest credible accident were calculated and the safe distance of various risk source in adverse weather conditions were obtained. According to the classification principles, the facilities were classified into three risk levels. The results showed that two facilities were of low risk, one of middle risk and four of high risk in 19 facilities of the chemical industry park. It is proved that park of classification management of environmental risk are more scientific and effective.The research of this paper can make the governor of the park know the risk of major hazardous installations in the park better, as well as it can provide guidance to the safety planning. It is useful for establishing the safety management measures and the emergency aiding for accident. It is good for the improvement of risk comprehensive assessment system, so that the chemical industrial park can develop healthily.
