Survey Of Comprehensive Improvement Development Plan Of Urban Environment In Arid Area Based On Public Participation

The city in arid area is characterized by poor natural conditions, lack of water, the ecological environment is fragile, a small green area of city, impact of resource constraints. Due to the stage of development restriction, public environmental awareness in arid area is relatively weak, and public awareness of environmental protection is not enough, the environmental management level is lower than the mainland cities. The environmental management level is also lower than some mainland cities.Environment construction is the eternal theme in urban development, and comprehensive improvement of urban environment is the main means of environmental construction. Environmental remediation work in some cities has yielded significant results, but mostly emergency, task control, lack of long-term development plan. The comprehensive urban environmental improvement what to do next, we need plan to support and guide the work, so that in the future for a period of time,we can carry out the renovation work systematically and orderly to carry out the renovation work, further improve the level of regulation.In recent years, Urumqi has carried out a series of comprehensive environmental remediation, and obvious effects are obtained. But as "Belt and Road" of major strategy proposed by the central, Xinjiang will build the core area of the Silk Road economic belt, the fight Urumqi in western China, the regional central cities of radiation Central and Western Asia. Urumqi will be international trade center, the international cultural exchange center, transnational regional contact center to Central and Western Asia. According to the city location, Urumqi urban environmental quality quality needs to be improved, and the environment comprehensive improvement task is arduous. The medium and long-term development plan is urgently needed to conduct environment comprehensive improvement systematic and orderly, further improve the management level of urban, optimize and enhance the city’s taste and image.Based on the research on the inside and outside Xinjiang, this paper intends to study comprehensive improvement development plan of urban environment in arid area combining the status of environmental remediation in Urumqi city. After defining the scope, purpose and content of the comprehensive improvement plan of urban environment, it builds a planning framework; Through the public participation to find out citizens’ willingness and analyze existing problems and gaps on management, operation, maintenance, improve etc. in real environment, it puts forward the planning index system. Then it puts forward main tasks and key projects of comprehensive improvement of urban environment in Urumqi.The main conclusions are as follows:(1) The comprehensive improvement of urban environment development to a certain extent, need to plan to guide treatment to systematically and orderly conduct remediation work in the next period of time, to further improve the level of management.(2) The comprehensive improvement development plan of urban environment is a kind of planning implementation to the specific urban environmental problems put forward. It is a sustainable development planning which is at the core of urban development and public demand in order to improve the quality of urban environment and build a beautiful city as the goal. The plan mainly includes pre-planning evaluation, planning principles, objectives, planning index, content and implementation safeguard six parts.(3) Public participation survey can reflect people’s satisfaction in the comprehensive improvement of urban environment, also can reflect the level of urban environment comprehensive improvement and its problems. It is the an essential link in the process of planning. Planning should be appropriate reference for public participation in the results and suggestions according to actual condition, to ensure the operational planning. It reflect the people-oriented concept and promote the coordinated and sustainable development of the city.(4) The comprehensive improvement development plan of urban environment in Urumqi has passed expert judges review. It has been recognized by experts and adopted by Urumqi City Management Committee(Administrative and Law Enforcement Bureau) to be in the process of law, which indicates that the index system of planning and planning itself has a certain scientific and operability.The comprehensive improvement plan of urban environment in Urumqi provides scientific basis and standards for Urumqi comprehensive environmental work. It can further offer a scientific theory to improve the urban environment construction management level and urban quality and image. It provides a practical reference for other cities in arid area to research comprehensive environmental planning and to promote sustainable development of urban environments.There are many problems in the development plan and related areas worthy of further discussion and research. Due to the limited time, funds and cognitive level, the concept, content, connotation and the main task of comprehensive improvement of urban environment in arid areas are always constantly improve. The planning has a certain timeliness, and has guiding significance only in a certain time period. It need to continuous innovation, and advancing with the times.In addition, in the process of establishing the comprehensive improvement plan of urban environment, how to improve the degree of public participation, and make the public participation throughout the course of the urban environment comprehensive improvement work to strengthen operability of the plan, remains to be further in-depth study.
