With the acceleration of urbanization and the rapid development of the industry increasing the strength of predatory exploitation and utilization of energy and resources, this resulting in a lack of resources and a range of issues such as environmental degradation. Environmental pollution on human health hazards as well as a great obstacle to economic development and social progress increasingly attract all walks peoples’ attention. Since the reform and opening up, China’s socio-economic achieved rapid development, as the same time facing severe resource consumption and environmental pollution, and urban environmental air pollution problems which become the more prominent. In recent years, the city of Aksu gradually accelerate the pace of urbanization, the social economy has made great progress, but the cause of Aksu City energy consumption is rising. On account of the Aksu city’s energy consumption based Burning bituminous coal, and therefore the air pollution is increasing, urban air environment condition is getting worse, and this trend of pollution will be continued. So understand and analyze the environmental air pollution characteristics and trends of Aksu City, and to take reasonable measures and countermeasures is extremely important. This article based on the monitoring data of Aksu air automatic monitoring system during 1996-2013 year, to conduct a quantitative analysis, and to conduct a detail study to the city’s air quality and characteristics of environmental air pollution.By analyzing Aksu city’s time variation of air pollution factor, make a Basic research on air quality situation of this. By calculating air pollutant load factor determining urban primary and secondary air pollutants; Using Spearman’s rank correlation coefficient of Daniel test, analysis Aksu variation of air quality and pollutant concentrations in recent years; Using gray correlation method to calculate thecorrelation between Pollutants and their impact factor, Determine the main factors that affecting the air quality of Aksu city; Using the GM(1,1) prediction model, predicted the major air pollutants of Aksu city in the next five years(2014-2018), and according to the national standard(GB3095-2012) of the secondary standard to determine pollutants predicted to exceed bid situation; Thus concluded as follows:(1) The Concentration of SO2, NO2 and PM10 Seasonal change is very significant.SO2 peak appeared in the heating period, because in winter heating is mainly by coal-fired, SO2 concentrations were significantly increased, and then in winter weather inversion is so more, this is not conducive to the spread of SO2; Summer public to use liquefied petroleum gas, so less SO2 is discharged. The descending order of Seasonal changes in the concentration of SO2 is : winter> spring> autumn>summer; NO2 concentrations in winter and autumn is higher than summer, First, the coal-fired heating, second, because the Vehicle usage of autumn and winter is higher than summer. The descending order of Seasonal changes in the concentration of NO2is: Winter> autumn> spring> summer; The descending order of Seasonal changes in the concentration of PM10 is: Spring> autumn> Winter> Summer. PM10 peak periods occur each year in March and April and in September and October, That because of the deteriorating effects of global climate change and regional ecological impact, The sandstorms and dust weather of Aksu City is frequency increasing, From the point of view on the season, Spring and autumn is the season of storms occur more frequently,So in the spring and autumn PM10 concentration is very high. The average concentration of variation during the year for three pollutants: The contaminant level of heating is higher than non-heating season.(2) 1996-2013 years, atmospheric pollutants SO2 and NO2 concentrations of Aksu ciy were lower than the national standard(SO2 0.06 mg.m-3,NO2 0.08 mg.m-3),However, the annual average of PM10(0.532mg·m-3) and monthly averages(0.112~0.398mg·m-3) is seriously overweight, Exceeded the national secondary standard(0.10mg·m-3), Therefore, PM10 is the focus of Aksu City on air pollution control and improvement work.(3) To analyze the trends in pollutant concentrations from interannual variation,The three kinds of pollutants concentration are declining, Among them, the decline in SO2 concentration is less obvious, but NO2 and PM10 concentrations were significantly decreased. Shows, in recent years Aksu City to carried out a comprehensive air pollution control work, and the city’s air quality has been some changed and improved.(4) 1996-2013 years, PM10 is primary air pollutants for Aksu city. As the city which locate at the edge of desert, the city’s air quality is largely affected by dust storms. Coupled with a significant increase in coal consumption for heating, which made the city also has the characteristics of smoke pollution, Therefore, Aksu City air pollution in typical "dust + soot" type of pollution.(5) The main factors affecting changes in air quality, which discussed from natural and anthropogenic two aspects. Grey correlation analysis showed that, in Natural factors, The impact on air quality in the study area is the big sandstorm. In Human factors, Large effect on air pollutant emissions is from energy consumptions.(6) By Making Grey prediction for Aksu city in the next five years(2014-2018)of changes in air pollutant can make the results that: The predicted concentrations of SO2, NO2 and PM10 will slight a decline trend; The Predicted concentrations of SO2 and NO2 both are lower than the national secondary standard, but predicted PM10 concentration is much higher than the national standard.
