Zibo city is located in the hinterland of Shandong. Its terrain is long and narrow in north-south direction, and the altitude of south is higher than north’s. Zibo city across two basin (the Yellow and the Huai) and Shandong peninsula in a separate line flowing into the sea, from south to north distributing Yi River of Huai River basin, Dawen River of Yellow River basin, Mi River, Xiaoqing River and offshoot River of Shandong Peninsula River system.Except the Yellow River and Xiaoqing River, water inflow is less. The total of water resources is 1.411 billion m3. Per person own water resources of 334 m3, it is only one sixth of the national averages. Zibo city is an old industrial city in north of China region. At the same time economic and social development, the excessive exploitation and utilization of water resources and water ecological environment is getting worse. To some extent, it restricts the economic and social sustainable development.In recent years, Zibo City adheres to the principles of scientific planning, strengthens the protection of water sources and prevents the pollution of water in the river, controls soil erosion and manages the river comprehensively, optimizes allocation of water resources and constructs the system of water network, focus on improving and enhancing the capacity of water environment. The construction of ecological water system has achieved initial results. But the uneven distribution of water resources, water pollution, the deterioration of water quality, the low utilization rate of water in pit and the weak carrying capacity of the river are serious problems. How to plan it scientifically? How to solve these problems of water? It is the core task of Zibo city for the construction of water ecological civilization.This topic analyzed and researched the problems through water distribution characteristics of Zibo city in the present situation, the problems existing in the current situation of water environment and water ecology. At present, Zibo City has initially formed the framework of water net and the construction of water ecological. It involves the storage of the south guided from the north, the interlinked three rivers, and the linked two reservoirs, and the supplement of flowing water source, and cleaning the water for the city. The shortage of water resources, the threat from water disaster and the degradation of water ecology are three water problems for the overall consideration. Ensure that existing water systems around the base of how to increase rainwater resources, mine water, recycling of water resources, strengthen the protection of water resources; prevent soil erosion and the ecological restoration of river and lake.
