With the acceleration of industrialization, urbanization and rapid population growth, municipal solid waste is increasing at a fast pace. Up to now, two thirds of Chinese cities are surrounded by solid waste, one fourth of Chinese cities have no landfill sites, and only half of municipal solid waste is processed. The increase of solid waste which is occupying land area, spreading diseases, contaminating soil, water and air, coupled with improper handling, has already seriously endangered our environment. This phenomenon is particularly evident in our country. The general procedure of solid waste handling includes recycling, transportation, transit and disposal, among which recycling is the first step and directly affects treatment effect of the following procedures. Therefore, a scientific and rational solid waste classification is of obvious significance for the entire treatment.Against such background, this paper adopts a cognitive perspective of community-based residents in Nanjing and conducts research on issues including residents’ awareness of municipal government’s efforts to promote solid waste classification, their acceptance and recognition, factors affecting residents’garbage classification, and the status quo of community garbage recycling. Based on relevant statistics and analysis, the paper shows that residents have a relatively high recognition of the impact of solid waste on the environment and the need to promote waste classification. It also shows that factors such as the understanding and knowledge of solid waste classification, community involvement, recycling methods, participation incentives, government management, policy continuity and popularization all have an impact on solid waste classification. This paper argues that, in order to enhance the efficiency and effectiveness of solid waste classification, it is necessary to strengthen residents’ awareness of environmental protection, clarify the legal status of solid waste classification and recycling, establish solid waste recycling responsibility, actively guide enterprises into this process, reform current solid waste fee system, and improve the ambiguity among different management authorities.
