Research On The Problems And Measures Of Environment Protection In Huaibei —One Of The Resource Exhausted Cities

In recent years, China’s environmental problems are becoming increasingly prominent, and the deterioration of the natural environment has gradually increased. With the rapid development of economy, the deterioration of water and soil resources, the low utilization of mineral resources, and the air pollution are becoming more and more serious. Decades after the reform and opening up, China’s economic development is indeed a hopeful time. But the industrial layout of high energy consumption and high pollution will make more burden of rebound to the overall development of China’s cities. Once the government can not take enough measures in time, there will be double pressure to the environmental protection and industrial upgrading. Therefore, the voice "appropriate mitigation of economic catch-up, as soon as possible to make up for the gap in environmental protection"form the government of China is also more and more high, to explore the transformation of resource exhausted cities, and to provide some helpful advice for the development of resource exhausted cities in China will become very meaningful.In July 2003, Hu Jintao published on "people-oriented, establish a comprehensive, coordinated and sustainable development concept, and promote the comprehensive development of the economy and society". This is an important speech. So the "man and nature of the harmonious development" is formally included in the "five co-ordination". More importantly, the scientific concept of development of economic growth make more requirements to the industrial structure of the economic growth mode and the further transformation, to protect the appropriate economic benefits, to save resources and protect the environment, to promote green production, life and consumption patterns. "Low investment, high yield, less sewage, can be recycled" development principle for future government work and enterprise work calibration is more clear standards.Under this background, the national development and Reform Commission, the Ministry of land and resources and other joint assessment, have announced the list of three batches of 69 resource exhausted cities in 2008,2009 and 2012. Its natural resources, especially the use of mineral resources has more than 70%, the bad situation is self-evident. Among them, there are two cities in Anhui Province on the list unfortunately.They are Huaibei and Tongling. In this paper, I’m trying to put forward some suggestions from the perspective of administration of environmental protection in Huaibei city under such a big background.Ecological environment, because of its characteristic of public goods, so our government must be responsible for its nature, the main responsibility of the 12th five-year plan period is made clear to the requirement of green development further, however, there are a lot of things to do and goals to finish for our government. In terms of environment protection work, the focus is mainly on the function of various aspects of the resource exhausted city environmental protection, and the function of the various departments in the construction of cross and coordination. In this piece, the environment protection system of our country is gradually improving, while also trying to explore the way of harmony and win on both.In this paper, we begin with the deterioration of resource-exhausted cities in the natural environment and the paper is divided into five parts. In the first chapter, I study and make clean the research on environmental protection of our country and other countries. And in the opening I stressed the importance and necessity of the construction of environmental protection mechanisms; in the second chapter, I started to explain to the reader about the full text of the core points on the connotation of resource-exhausted cities, characteristics and distribution of a detailed description, so it will also contribute to the further spread of environmental problems in the resource-exhausted cities; in the third chapter I put forward some relevant information about the concept of environmental protection work, values and theoretical basis; after the second chapter lay the foundation, the third chapter will focus on the currently existing problems of the environmental protections caused by the problem in Huaibei City; the forth chapter of the establishment and improvement of China’s resource-exhausted cities corresponding to environmental protection mechanisms proposed. The corresponding countermeasures and suggestions, mainly from public office team building, improve the environmental protection system and supporting three angles green GDP expanded evaluation system discussed and reform through a series of measures designed to further the role of government action. The fifth chapter is the conclusion part, the author puts forward the prospect of the future of our country’s resource exhausted cities, especially in Huaibei city.Ultimately, the ability of Chinese government solving the current natural environment issues, has become the primary factor in the government’s ability, and the foundation of the revitalization of China’s peaceful.
