With the development of China’s modernization process, environmental issues, particularly air pollution problem more and more people’s attention. In recent years, an increase in fog and haze, part of the city by a wide range of frequent fog and haze effects of a serious decline in air quality, which approximate extreme northern parts of PM2.5. Individual regions and even haze index "burst table" situation. The first step in treatment is to do haze haze monitoring and analysis.Monitoring of haze just started soon, most of the existing systems are closed systems, the prevalence of the Department is not flexible, open sharing of data is difficult, difficult to integrate the fragmented nature of the monitoring results. In order to solve these three problems, this paper analyzes the current monitoring and forecasting requirements, the use of web technology open features, system based on ThinkPHP development, using MVC programming model, to build an open monitoring platform, through a complete set of API(Programming Interface JSON, application programming interface) exchange Application format data to monitor the site collected data through general packet radio service(GPRS) wireless communication technology, the establishment of real-time collection of information sent to the WEB data server for the needs of organizations or individuals.Based on the idea of software engineering, this paper analyzes the requirements of environmental monitoring system, and analyzes the disadvantages of the system. On this basis, using a variety of popular computer web programming framework, such as system background, use ThinkPHP, use the MVC design pattern and the characteristics of the fast development, realize the function of data automatic monitoring input and data query and open monitoring data API interface.
