The Research Of Supervision Of The County Level Environmental System

The rapid development of economy will definitely bring to the excessive use of resources, although "money" will be enough, the consequences will be definitely terrible. Therefore, effective supervision of the environment system has become the common focus of the world. As a public management student, I think the existing way of supervision of the environmental is not enough to solve the current environment problem, and it is extremely urgent to improve and amend the way of supervision of the environment, to further clear the responsibility of supervision of the environment, to dispose of polluting enterprises and to develop people’s environmental awareness.This thesis is going to analysis the supervision of the basic level environments, then put forward a series of problems, such as the obstruction of the county level Environmental Protection Departments in the pollution, the obstruction of local government supervision, the obstruction of enterprise law-abiding and the public participation. These obstructions and constraints make it difficult to carry out the pollution prevention.For the reformation of grass-roots environmental pollution supervising system, we also need a series of supporting measures, and this thesis proposes to strengthen the guidance of the government supervising subject, to play a constructive role of the enterprise supervising subject, and to enhance the transmission to promote new media era environment strategy. So we must optimize the affiliation of the regulator, establish effective mechanism for regulatory department coordination and network system of county environmental monitoring construction, correctly guide the new media, improve the ability of emergency management and the public emergency mechanism, carry out the policy decision on environment and development, implement the responsibility system for environmental protection, exploit the market mechanisms to guide enterprises behavior, keep strictly the rules for reword and punishment, support enterprises to establish environmental management system, improve the supervision mechanism of public participation in environment.Because of the author’s insufficient knowledge and analysis ability and the unskillful translation of English literature etc., this thesis has a lot of points to be further improved. I hopefully think that my modest suggestions can theoretically give some useful advice on the system of supervision environment improvement. In the end, I hope our country’s environmental pollution abatement can work smoothly and efficiently with the adjustment of national policy, environmental supervision mode, the department of strictly law enforcement, improved consciousness of the environmental protection, and to serve the environmental protection, social, economic and environmental sustainable development.
