The Research On Existing Problems And Countermeasures Of Production Safety Supervision Of County-level Government

With the deepening of reform and opening up, China has been making great strides in comprehensive national strength, especially in the field of economic construction. At present, China is in the time industrialization and urbanization are quickly pushed forward, in the stage production safety accidents easily and frequently occur, which causes serious threats to the masses’ life and property safety, thus it matters the masses’ vital interest and the overall situation of reform, development and stability to carry production safety into real earnest. Henceforth, the study of local government supervision of production safety is of important theoretical and practical significance.Based on “raising question-analyzing question-solving question” research logic,this thesis firstly introduces the research theme “safe production of local government”in a general way, and then analyzes the safety production measures and the existing deficiencies of S County of Hunan Province, finally puts forward suggestions and countermeasures on improving local governments’ safety production work. The full text is divided into five chapters. The first chapter describes the background and significance of this research theme, research status at home and abroad; the second chapter defines “production safety supervision”, “government supervision of production safety” and “county government supervision of production safety”, and then introduces the theoretical bases of this research including “game theory”,“security economics”, “security management theory” and “crisis management theory”;the third chapter analyses the status quo of the county government supervision of production safety, of which the main achievements and existing problems are pointed out; taking S county of Hunan province for example, the fourth chapter specifically and vividly exposes the above achievements and problems; the fifth chapter proposes policy recommendations to strengthen county government supervision of production safety, comprising: first, to clear regulatory channels and establish long-term mechanism of production safety supervision; second, to ensure transparent public scrutiny through information disclosure; third, to administrate according to law and strengthen the construction of local laws and regulations; fourth, to implement responsibility system of production safety; finally, to raise the level of production safety supervision through emphasizing key points and reinforcing prevention.
