Special equipment as an important infrastructure of the national economic construction and closely related to people’s living standards, our country’s concern about the safety of special equipment has never been stopped, with the special equipment safety management and technology continues to evolve, the security capabilities of special equipment was able to be improved, and layed a good foundation for steady economic development. However, compared to developed countries, China’s special equipment safety technology and management level is still very different, mainly reflecting the multiple special equipment accidents, the death toll of China’s million devices accident rate and a million devices is nearly 4-6 times higher than in developed countries, so the security situation is not optimistic.With special equipment safety management practice, and analysis a large number of special equipment accidents, especially the causal relationship of the special equipment accidents, this thesis designed various models to meet the characteristics of special equipment accidents, and proposed five of the special equipment factors causing accidents: people, equipment, environment, management and policies and regulations.This thesis also designed two whole process of covering the full life cycle from design, manufacturing until the end of life as well as all eight categories of special equipment, and two full types of risk identification system and ideas, so as to analysis these five risk factors above.Through the research of cell division, risk identification, risk analysis, risk control,and other elements of risk management techniques and methods, the thesis designed a special equipment life cycle risk identification template.After more than a year’s template design and comprehensive risk identification, under the support of experts in special equipment to complete the full life cycle of pressure special equipment risk database, to identify risk factors of 907. The innovative introduction of fuzzy comprehensive evaluation method on the risk of data analysis and assessment of the degree of risk, the obtained results of the assessment to the safety status of the special equipment, to verify the reasonableness of the risk identification data and assessment methods.This thesis is to solve the source of the problem of special equipment accidents, risk identification analysis techniques for special equipment, special equipment, launched a database of technology research and risk factors identification of risk factors from design to scrap the link of the full life. Through the establishment and analysis of the system life-wide risk database, the paper can provide a large number of reliable data to support risk monitoring and early warning of special equipment, thereby enhancing our special equipment, risk management, and ultimately achieve the goal of the special equipment accident prevention.
