The rapid development of our country's economy has brought people's life,but at the same time,the environment has been greatly affected,and the public's demand for environmental quality has been constantly improved.In all kinds of polluted ecological environment,water resources are particularly seriously polluted.Local governments have introduced PPP projects to ease the financial pressure on the government and boost the development of environmental protection municipal projects.However,the application time of PPP model in China is short,and there is a lack of mature practical experience and systematic theoretical guidance.As a result,many projects are forced to terminate after implementation.At present,the PPP model is widely used in municipal sewage treatment projects.If the project risks are not effectively controlled,the municipal engineering will be affected to a certain extent.Therefore,the risk management of environmental protection PPP projects is particularly important.In this paper,the analytic hierarchy process(AHP)is adopted to identify,evaluate and respond to the risks of PPP project from the perspective of full life cycle.The specific research contents are as follows: firstly,it summarizes the current research status of PPP project risks at home and abroad,and points out the background and significance of PPP project risk management.Secondly,an example of the sewage treatment PPP project of CRRC Datong electric locomotive co.,LTD.(CRRC Datong Co.,Ltd)was introduced to identify risks by consulting literature,using WBS method to clarify the process of each stage of the project,and conducting interviews with experts and collecting data and opinions to establish a risk indicator system.The questionnaire was designed and distributed to relevant experts and staff.After collecting and processing the data,the weight and weighted score of each risk were calculated by using analytic hierarchy process(AHP).Finally,according to the calculation results,the analysis is made from two aspects.Firstly,the importance of various risks in each stage is analyzed,and the emphasis is laid on the situation,so as to determine which risks are more important in each stage.Secondly,from the perspective of the whole life cycle,the importance of each risk in each stage is comprehensively analyzed to determine the stage with greater risk and the specific important risk in the whole life cycle of the project.The analysis found that the financing stage was the most risky stage(51.28%),followed by the construction stage(26.15%).The main risk factors include the late arrival of funds in the financing stage,the risk of capital shortage in the construction stage,the risk of design standardization in the design stage and the risk of lack of design experience.Finally,according to the analysis results,Suggestions are put forward to deal with risks,including sharing risks with the government,accelerating the introduction of credit information system to provide support for the financing of project companies,and accelerating the introduction of relevant normative documents to standardize the construction of projects.Innovation point of this article is: stand in the perspective of whole life cycle,specifically for each stage of the risk identification and analysis,not only for different degrees of risk analysis in each stage,and in the Angle of whole life cycle of different degrees of risk analysis,made clear the stages of the lifecycle of the risks and important risk.
