Research On Selection Of Project Financing Model Of Wastewater Treatment Based On Multi-Attribute-Group Decision-Making

The main research of this paper is the selection about project financing mode, in this paper, which scenario is the sewage treatment industry and technical method is multiple attribute group decision, in another word, this paper will make decision among models project financing of sewage treatment through the multi-attribute group decision making method. As the result of choosing the sewage treatment industry is not only realistic background of policy support but also the need to finance the development of sewage treatment projects. Selecting multiple attribute group decision making method is mainly based on comparative analysis among hierarchy process, real options method and game theory, which give us the answers from the theoretical level.The alternative financing models of sewage treatment projects including the BOT, TOT and PPP in this paper, and based on the characteristics of the sewage treatment industry, we build the Evaluation Index System, which are from the applicability, economy, risk nature and complexity. The applicability includes the match degree of scope and the laws and regulations; the economy includes the cost of funds and reliability of funds received; risks includes financing risks; the complexity includes the complexity of the transfer of ownership and management complexity. According to the Evaluation Index System, then we could calculate the weights of experts and evaluation index through multi-attribute group decision model, which is based on the right evaluation from respective experts.This paper use the "similarity" to measure the consistency of opinions of expert group, and as the result of" Best Nonfuzzy Performance" is to calculate the weights of individual index and experts. Then, considering the weight of individual and consistent group decisions so that we could get the merits of its sort and draw the final conclusion.Combining research, this paper is divided into six parts, as follows:The first part is an introduction to the research background, which elaborated on the process of issues was raised, the significance, methods innovation and other content; The second part is about theoretical review,where we make detail analysis about project financing, technology selection methods models and make the comparative analysis.Thus providing a theoretical basis for using multi-attribute group decision making; The third part is building Evaluation Index System about the selection of sewage treatment project financing mode. This Evaluation Index System bonds the characteristics of sewage treatment and the summarize of existing study; The fourth argument discussed multi-attribute group decision making in details, including the process of calculation. of similarity,BNP and the entropy; Part V shows the concrete application about multi-attribute group decision-making methods, further, which make a explanation about the research result of this paper though the specific sewage treatment project in Dalian;The sixth part is about the conclusion of this article and study limitations, summarizing and sublimating the significance of this paper, and noted the contents of some deficiencies.In this paper, combining the multi-attribute group decision-making methods and the sewage treatment projects, and improving the method. Not only from the theoretical level enriched choice sewage treatment project financing model, but also avoids distortion or even making mistakes for policymakers, provide a theoretical and scientific basis for the government and the project company, it is conducive to the successful operation of the project.
