Rotary steering drilling technology is one of the most representative, breakthrough, strategic significance and forward topics at domestic and overseas oil drilling engineering. With the new development of drilling technology, such as ultra deep wells, high difficult directional wells, cluster wells, U level connected wells and fish-bone wells, 3D trajectory rotary steering drilling technology is in urgent need of technology of with some complex structural wells.Measurement and control technology for the drilling tool is considered as one of the key problems in the closed loop control of borehole track of rotary steering drilling. The ground measurement and control system can real-time decoding from downhole near-bit attitude information. Instruction of the ground device predictive coding transfers by the downhole mud pressure, and realize the communication between ground and downhole tools. All these research work can break the foreign technology monopoly, and can be formed with independent intellectual property rights of the ground monitoring and control system of the drilling tool.In this thesis, the main research contents include: overall scheme design of the measurement and control system for the rotary steering drilling tool, hardware circuit design and the software system development, test and field application. Based on above study, a new kind of the measurement and control system of rotary steering drilling is obtained, including the downhole master control system, measurement method for pressure pulse and decoding,calculation of inclination angle and tool face azimuth angle, measurement for downhole steering mechanism signal as well as developing the relevant ground control software. The innovations of the thesis are as follows, the high precision and multi-parameter detection measurement of functional integration was realized by the downhole master control system,the measurement and control system has been adopted,based on processing method designed for complex data interactive by CAN bus communication protocal。In this paper, the measurement and control technology of the rotary steering drilling tool are integrated with ground simulation downhole drilling profile information, integration of monitoring and control functions. The measuring and controlling system has the characteristics of simple measurement and high control reliability. The test shows that the system can realize data exchange between drilling information and control instruction, as well as real-time monitoring with rotary steering drilling tools.Meanwhile satisfying with the actual demand ofthe national "863 program",and it is applied to meet the needs of the rotary steering drilling.
