Evolution And Optimization Of Air Pollution Control Policy In China Since The Reform And Opening Up

In recent years, air pollution is increasingly filled with people’s daily life. It main forms are acid rain, haze and smog, and comes from the overuse of coal, motor vehicles and industrial emissions. Air pollution caused all kinds of weather problems, for example, the air becomes turbid,reduced visibility, poor air quality, seriously affect people’s production and life. And what’s worse,it damage people’s health, also pose a serious threat to the sustainable development of the country even the whole world.In recent years, most areas of our country suffered different degrees of air pollution,it is a challenge to China’s sustainable development. It is a watershed in economic development of various undertakings in our country since the reform and opening up.With the rapid development of industrial economy, energy resource demanding is on expansion,emissions of atmospheric pollutants is always going high, air pollution prevention and control work has poor effect, the air pollution control policies in China are not so effective and need to be optimized to prevent the worse air pollution.This article is on the public policy perspective, the regional public goods theory, policy change theory as the theoretical basis, using literature research and comparative research method, combining the factors of change of our country’s air pollution policy, to control the keypolicies and stage characteristics of atmospheric pollutants as the division basis, divided the control policy for three stages since the reform and opening up, the first is the stage to control coal-burning pollution,as a symbol of legal management of Environmental Protection Law of China promulgated in 1979; the second stage was started in 1998, Acid Rain Control Promulgated Zones and Sulfur Dioxide Pollution Control Areas exploration compound pollution Zone previews as a symbol; the third stage in 2013 and the Air Pollution Prevention Action Plan promulgated the compound- as a symbol of the regional joint prevention and control of comprehensive prevention.Through the analysis of the previous policy based found defects of the existing policy, and to explore the flawed: in terms of laws and regulations, the defects are laws and regulations update delay, poor performance of law enforcement operations, defined the main responsibility. In supporting policies respect, the energy development need to optimize the policy tilt, environmental economic policy means a single, market safeguard mechanism is an urgent need to establish. In regional cooperation policy, there is a lack of legislation for joint prevention and control, regional supervision mechanism of misconduct,lack of long-term cooperation mechanism. In view of the shortcomings of the above policy, combining in China at the present stage characteristics of air pollution at home and abroad as well as some of the best experience proposed for suggestions for the optimization of atmospheric pollutionprevention and control policy in China.The first is to improve the legal system, including the revision of people-oriented legal system, strengthen law enforcement concerted operation, clear responsibilities; second is to improve the relevant supporting facilities, including increasing energy related policies, environmental economic policy innovation in the market,and promote the establishment of a security mechanism; third, optimize the regional cooperative governance, including strengthen the deepening of regional legislation, effective implementation of regional supervision,promote regional long-term cooperation; fourth, strengthen the coordination between policy including policy subject, policy coordination,object coordination, policy tool coordination. I hope through comprehensive, comprehensive, effective policy to improve and optimize the implementation of air pollution prevention and control effect.
