Era of rapid economic development, leading to the increasingly serious destruction and pollution. Before the arrival of critical soil situation, we must try our best to maintain a healthy soil environment. Monitoring soil is an important channel for prevention and controlling of soil pollution, which should be regulating the behavior of soil environmental monitoring by the relevant legal regime. Therefore, the strengthening research on the system of soil environmental monitoring, can compensate for the lack of related systems, while meeting the urgent needs of the soil environmental protection.Soil environmental monitoring system means that in order to control soil pollution and improve soil quality of the environment, specific environmental monitoring agency, according to legal authority and procedures in accordance with the soil environmental quality standards, report to the relevant environmental protection department for the soil environmental quality status and its trends. Currently, lack of quantity and quality of national and local legal documents led to insufficient basis of implementation of soil environmental monitoring system. Meanwhile, problems of the contents of the system, including negligence in the management system, complicated and trivial monitoring settings, unclear monitoring targets, defective monitoring standards, lack of legal liability undertaking and deficient insurance institutions, are all around the corner which desperately required to be resolved.For solving the aforementioned problems, there are three basic elements that needed to draw attention to. Firstly, what significant is improving the legal system for environmental monitoring of soil. Such as expedite the revision of "Environmental Monitoring Management Regulations", promulgating specific laws of soil conservation as soon as possible. Secondly, we can enrich contents of soil environment monitoring system. Proceed from the following six aspects: updating and releasing related monitoring standards, emphasis on management system, setting a reasonable monitoring bodies, to define monitoring targets, to obey the monitoring procedure and to supplement some legal liability. Last but not least, making sure monitoring behaviors by establishing safeguards. On the one hand, amplifying the financial input is from local government; on the other hand, taking the soil monitoring into the early-warning system so that we can ensure the great monitoring capacity and solemnity of monitoring data.
