Based on the full analysis of the sewage on the basis of the advantages and disadvantages of trading rights theory and the theory of environmental taxation, idea put forward under the total control of air pollutant excess emissions of environmental tax levy, which of the subjects in the market sewage cost equilibrium, from some degree of assurance the total control of sewage rights transaction fairness.This article embarks from the domestic and international environmental governance in theory and practice, the total control of sewage rights transaction theory and the theory of environmental taxation were discussed, the analysis based on the problems in the theory of environmental governance in the process of practice, from the market the sewage main pollutant emissions cost equilibrium angle of present atmospheric pollutants in the total control excess emissions the idea of levying environmental tax. And calculate the utilization of environmental tax in Chengdu City, the idea of part of the excess emissions of nitrogen dioxide.
