Research On The Water Source Pollution In The Respective Of Network Governance Theory

Water pollution is not only a technical problem, it is an administrative problem. Justice is not only related to the protection of water environment, but also to the finishing efficiency and effectiveness of environmental protection and water supply system. As one of the basic attributes, attribute source is the natural attribute, it is the first of a natural area, it is highly unified, perfect and independent. However, the natural attribute of basin in reality was artificially divided into a lot of administrative regions. Divided into many administrative regions and thus lead to the emergence of a lot of water pollution control problems, the conflict between the interests of the executive branch, the conflict between the interests of the Department has occurred. But with the development of industry, Hun River water pollution serious already need to be resolved, because the quality of drinking water is related to the health of millions of people, so the index must be a permanent cure, from the source to grab is first to solve the problem. But research on effective governance of Dahuofang Reservoir now is still in initial stage and more focused on engineering and technical point of view of, from the perspective of administrative management system of to study the source water pollution governance related research and literature is still relatively scarce.This article on the basis of the existing research results, through the network of governance theory, for Fushun Dahuofang reservoir water pollution governance issues were studied. In this paper, using the method of literature research, investigation method, mathematical statistics method, in order to find a suitable for Dahuofang reservoir water network governance mode, so as to achieve the optimization of the management system of Dahuofang reservoir water pollution control mode.The article is divided into five parts:the first part mainly introduces the research background and the domestic and foreign research review; the second part is mainly the connotation of network governance theory and application in this paper, an overview of the concept of network governance defined, laid the theoretical foundation for the research; the third part analysis the status quo of Dahuofang reservoir and existing problems; the fourth part proposed causes of Dahuofang reservoir water pollution problems; the fifth part proposed countermeasures to solve the reservoir water pollution. According to the theory of network governance, the government and the pollution on specific measures to reduce pollution, while allowing non governmental organizations and the general public are also added to the supervision of the team. I believe with the government after the gradual improvement of the self-discipline of the adoption network theory of governance of water pollution, polluters and law. In the near future, Dahuofang water pollution problems will get the perfect solution.
