Research On Air Pollution Problems Of City F Under Networked Governance Theoretical Perspective

Since the autumn of 2013, F City several times in the provincial Environmental Protection Bureau released the poor air quality in the city on the list, and F, as an old industrial city, the air pollution has reached imminent degrees. At present, F City Government after years in air pollution control, improvement in air quality aspect to have the remarkable effect, but only rely on government single power management and supervision, lack of advanced atmospheric monitoring techniques and tools such as problem enable air pollution into a bottleneck. At present, it is urgent to carry on the thorough research to the F city’s air pollution problem, and to explore the new idea of the air pollution control.How to solve the problem of air pollution, governments in practice worked out many solutions, such as increasing financial investment, perfecting laws and regulations system and so on, and provided a reference to atmospheric pollution control in our country. In the application of the theory, network governance as a is different from the market are also different in the new mode of governance in the hierarchy is by government, enterprises, civil society organizations and the cooperation on the basis of deliberative democracy, resources and information sharing, together to achieve the goal of governance. Atmospheric pollution, as a whole social problem, can be explained and solved by the theory of network governance. Based on analysis of the status of this paper for the F City air pollution control, the introduction of Goldsmith proposed "network governance theory on the problems existing in the air pollution control, existing problems and Countermeasures of network analysis, and try to find new ways for air pollution by using the characteristics of the main network, provides some new ideas for the our country air pollution control, the new method.Network governance this paper is divided into six parts.
