Problems And Strategies Of Beijing Forest Carbon Sequestration Trade Development

Forestry carbon sequestration is an efficiency and indirect way to decrease emissions, and occupies an important position in the carbon market. The significance of forestry carbon sequestration project is not only enhance the management level, but also improve the ecological environment, meanwhile, providing leisure entertainment for people to pursue it’s social benefit, what’s more, from a long prospective, to realize strategic goal of forestry development in China. As we know, our country plays a critical role in international greenhouse gas emissions, the Paris agreement in 2015 stressed the importance of carbon reduction once again, and demanded that the world in the form of a whole joint action to ease the temperature rise. Beijing as the capital in China, which have the political, economic advantage, since 2013 the launch of pilot emissions trading has paid off, and also offer practical experience for other provinces and cities to develop the forestry carbon sequestration.This paper on the basis of some economics concepts, using the theory of externality, public goods, consumer choice, combining the research methods, such as qualitative analysis with quantitative analysis, comparative analysis and empirical analysis. First of all, respectively expounds the background of the establishment carbon pilot, present situation of forestry carbon sink trade in Beijing, then summarize the problems existing during the development of forestry carbon sequestration trade in Beijing, and using the analytic hierarchy process (AHP) to find out several important factors that affect the Beijing forestry carbon sink trade; Second, analyze the developed countries, like United States, New Zealand, Australia, which have the relatively mature forestry carbon sequestration market, and further describes the forestry carbon sink trade situation in Shen Zhen, Guang Zhou, Hu Bei, Chong Qing, it sums up the experience in favour of Beijing forestry carbon sink trade. Finally, put forward to develop forestry carbon sink trade laws and regulations, perfect forestry carbon sink trade pricing mechanism, pay attention to talent cultivation, increase the relevant financial product research and development funds investment, promote forestry carbon sink trade management level, learn forestry carbon sink trade experience in developed countries.Forestry carbon sequestration has a prosperity prospect in the carbon market, if trading 1 ton forestry carbon sequestration, the significance of trading behavior is not limited to reduce 1 ton of CO2 emissions, besides, it also provide opportunity to increase local farmers’ income, perfect the forest ecosystem, biodiversity conservation,such as multiple functions, the importance of forest carbon sinks trade is obvious.Therefore, forestry carbon sink trade is not only a kind of economic behavior, moreover, far-reaching significance is the trading behavior contributes to ecological environment and social benefit.
