Research On Forest Carbon Trade Issues In Heilongjiang Province

Forest carbon sinks can indirectly reduce emissions,which is very important in the carbon trading market.Through the forest carbon sinks trade can improve the level of forest management,effective protection of forest resources,improve the ecological environment,at the same time,reduce the concentration of greenhouse gases,provide ecological health for people place,is conducive to the implementation of the strategy of ecology in our country.The Paris agreement once again stressed the importance of energy conservation and emission reduction and advocated a global reduction in emissions.How to turn the rich forest resources in Heilongjiang province into valuable can trade of forest carbon sinks,not only has important practical significance,and the rich forest ecological value theory also has the vital significance.This paper based on the theory of economics,management and international trade,define the carbon trading,forest carbon sinks,forest carbon sinks trade and related concepts of forest carbon sinks trade in Heilongjiang province,using the qualitative analysis with quantitative analysis,empirical analysis and normative analysis of research methods,the paper analyzes the current situation of forest carbon sinks trade in Heilongjiang province and its main problems,and using analytic hierarchy process(ahp)the development of Heilongjiang forest carbon sinks trade main influencing factors;By studying the United States,Japan,New Zealand,Australia,European Union these mature forest carbon sinks trade system,and draw lessons from Beijing,shenzhen,guangdong,hubei,chongqing carbon trading pilot forest carbon sinks trade experience,studied and summarized is beneficial to the development of Heilongjiang forest carbon sinks trade experience lesson.Finally,put forward to promote forest carbon sinks trade development in Heilongjiang province should give full play to the guiding role of policy,pay attention to the forest carbon sinks trade monitoring and forest carbon sink verification the cultivation of high-quality talents,strengthening the cooperation and communication.Heilongjiang forest carbon sequestration potential and broad prospects for development,forest carbon sinks trade not only reduce the emissions of carbon dioxide,still can enhance the economic income of Heilongjiang province,recovery of forest ecosystem,protect the ecological diversity,improve people's living standard and other economic and social benefits.The results of this paper will provide a theoretical reference for the development of forest carbon exchange in Heilongjiang province,and also provide references for other regional forest carbon trading.
