In order to assess the total amount of livestock resources and the impact on the environment in Inner Mongolia, and to identify the major emission reduction technology and improve its abatement system, we use 2014 Inner Mongolia statistical data and concluded the regional livestock pollutants producing coefficient from literature and parameters from survey, to calculate a comprehensive study of the total livestock manure resources in Inner Mongolia and the region’s energy potential. Combined with the livestock major mode of actual emission reduction in Inner Mongolia, we gave recommendations for evaluation and improvement. The results provide a theoretical basis for livestock breeding on Total amount control, distribution and management of waste treatment and use of manure resources. We clear the main process of Inner Mongolia livestock emission reduction effectiveness, and give recommendations to improve the reduce emissions process mode which based on national regulations. The main findings are as follows:(1) The breeding amount of Inner Mongolia livestock in 2014 was 79.3632 million, and the livestock manure was 0.207 billion ton, and could produce biogas 17.12 billion m3. The region that has the most breeding amount and livestock manure is Tongliao, and eastern five regions of Inner Mongolia has livestock manure more than 0.145billion.(2) The emission of COD in Inner Mongolia was 3.59 million ton, and NH4-N emission is 0.335 million ton. Compare with 2010, COD has grown 83.87%, and NH4-N has grown 97.58%. Sheep has the largest breeding amount in all livestock, which is 70.17%. But cattle and buffalos has the largest manure emission, which is 47.55%. Cattle and buffalos has the highest percentage, so they should be given adequate attention.(3) The Inner Mongolia major emission reduction craft modes is energy mode and resources mode. After estimation, and the COD and NH4-N emission reduction on two modes is 35.76%/47.85%and 59.52%/0%, and their reduction rate insufficient, which need to be improved. According to Recommended mode, we give suggestions for improvement, and COD/NH4-N emission reduction rate can raise 64.24%/52.15%and 40.48%/100%.(4) The result shows that:Inner Mongolia livestock manure pollution emission is serious, but the biogas potential is huge, especially in eastern regions. Cattle breeding bring the most arduous reduction task and the largest environmental pressures. Inner Mongolia major emission reduction process’s efficiency on COD and NH4-N mission reduction rates are insufficient. After improvement, reduction process can be identified that COD and NH4-N emissions reduction rates are significantly increased.
