In recent years, lead pollution events show the trend of high incidence, particularly on the lead-acid battery industry "blood lead exceeded the incident" caused by the high degree of social concern, and even the formation of a "talking about the mere mention of lead" atmosphere of public opinion. Construction project environmental protection acceptance monitoring as the first pass of the enterprise test production, pollution control, pollution prevention, pollution prevention has played a very important role. However, in view of the production process of the lead acid battery industry sewage node are multiple and complex, pollutants involving heavy and difficult lasting degradation, social concern degree high, the regulatory environment is increasingly strict, around the environmental monitoring agencies in carrying out the inspection and acceptance monitoring work difficulty bigger, together with our country of technical specifications and acceptance monitoring for the industry has not yet been introduced, to carry out such projects acceptance monitoring work lack of normative and scientific. Therefore, the development of lead-acid battery industry construction project completion and acceptance monitoring technical specifications have become urgent.Based on in-depth research reading current our country "s acceptance of environmental protection related laws and regulations, industry environmental policy, environmental standards and relevant technical specifications, etc. data based on, reference state has enacted other industry acceptance monitoring technology standard research methods, combined with to carry out the practice of acceptance monitoring work characteristics and the author of the industry in recent years, to put forward the industry acceptance monitoring technique points:1, by being familiar with the industry production development and the current situation of environmental pollution, in-depth analysis of the industry industrial environmental policies and environmental standards, combined with the typical production process, production pollution nodes, pollution prevention and control technology, industry environmental management special requirements such as content for comprehensive analysis and study, determine the focus, recognition of pollution factor, determine the monitoring content, standards for selection guide technical requirements and main points of the method of scene investigation.2, through the analysis of the relevant provisions of the current national acceptance monitoring and other industry acceptance monitoring technology specification of research, combined with the industry characteristics, systematically put forward the preparatory stage of lead-acid battery industry acceptance monitoring, monitoring program making stage, on-site monitoring implementation stage and monitoring report preparation stage link technology and methods.3, combined with the the author’s working practice, puts forward the difficulties encountered in the acceptance of the project monitoring work, and to a lead battery company an annual output of 102 million KVA lead-acid battery project "acceptance monitoring work as an example, to the point of acceptance monitoring technique is proposed in this paper for real example, to verify its applicability and operability.Through the above research, this paper proposed a comprehensive lead-acid battery industry acceptance monitoring technology and methods, in order for the country formally introduced lead-acid battery production industry construction project completion and acceptance of technical specifications for providing technical reference.
