Research On The Impact Of Environmental Regulation On Technological Innovation

China's economy is developing at a rapid rate.Although the total economic output has reached the second place in the world,many years of development have produced many problems that need to be solved.Environmental pollution is one of them.Environmental protection and economic growth have always been the dilemma facing the economic and social development of developing countries.As the largest developing country in the world,how to formulate environmental regulation policies that are coupled with the stage of economic development based on specific national conditions,on the one hand,to achieve technological progress and rapid economic growth,on the other hand,to minimize the environmental cost of economic growth,and not to cause environmental damage.Destruction has become a real problem that needs to be solved.Based on this background,this paper uses the panel data of seven sub-sectors of equipment manufacturing industry in China's 31 provinces from 2005 to 2016.On the basis of theoretical analysis,the system GMM model is selected to empirically study the impact of environmental regulation on technological innovation.Long-term,short-term effects and differences between regions.The study found that from the national perspective,the environmental regulation and the technological innovation of the equipment manufacturing industry have shown a “U”-type dynamic characteristic that first declines and then rises,and environmental regulation will inhibit the promotion of foreign capital,enterprise scale and human capital to technological innovation.From the perspective of regional impacts,there are significant differences in the impact of inter-regional environmental regulation on technological innovation in equipment manufacturing: only the environmental innovation in the eastern region and the technological innovation in the equipment manufacturing industry are “U”-type,and environmental regulations are in the central region.Technological innovation has a negative impact and has a significant role in promoting technological innovation in the western region.Through the above conclusions,the following policy recommendations are given: First,the government adopts moderate environmental regulation intensity,and encourages enterprises to carry out technological innovation,financial subsidies for enterprises that carryout technological innovation or appropriately reduce pollution emission requirements,and have technology Enterprises with innovative achievements will be rewarded;second,formulate a reasonable investment promotion policy,implement different environmental regulation policies for equipment manufacturing enterprises in different regions,and pay attention to talent introduction and increase investment in education;third,according to different regions The level of economic development,the degree of environmental pollution and the characteristics of the industry,the implementation of environmental regulation policies in line with the development of local areas in the equipment manufacturing industry,the government can flexibly use environmental taxes,sewage charges,green consumption and tax rebates and other regulatory means Give enterprise space and make enterprises more willing to carry out technological innovation.
