| With the evolution of trade liberalization,the division of production in global value chains has played a significant role that determines the pattern of international division of labor.However,with the rapid development of economy,great pressure has been brought to the environment of various countries,and the behavior of "pollution before treatment" is no longer desirable.As a new factor endowment,the level of environmental regulation will affect the international competitiveness of various countries.Technological innovation provides a source of power for economic development,which is conducive to promoting manufacturing industry to change its development mode and enhance its value chain status.Tightening environmental regulations will also force manufacturing industry to carry out technological innovation.In view of this,it is of great significance to study how environmental regulation affects the position of industrial global value chain and understand the influence of technological innovation acting on the environmental regulation’s effects,for coordinating the development of manufacturing industry and environmental protection.Firstly,this paper analyzes the directly influence path of environmental regulation on the position of manufacturing industry global value chain,including barrier effect,transfer effect and innovation compensation effect of environmental regulation.Secondly,based on product quality,human capital and industrial upgrading effect,the intermediary mechanism of technological innovation is analyzed.Furthermore,the environmental performance index,manufacturing industry’ GVC status index and technological innovation level of 53 countries from 2005 to 2016 were measured with the help of relevant databases,and the development characteristics were analyzed.Then,the lag period of environmental regulation is introduced as the core explanatory variable,and a basic model is constructed to analyze the influence of environmental regulation on the status of manufacturing industry’ global value chain.Meanwhile,the heterogeneity of countries with different economic development levels is investigated.Finally,the mediation model is used to analyze the mediation effect of technological innovation.It is found that:(1)The environmental performance index of various countries and the position of manufacturing industry’ global value chain have grown steadily.The gap between the environmental performance index of developing countries and developed countries has been narrowing,and its position in manufacturing industry’ value chain has also been rising;(2)The improvement of environmental regulation intensity behind the first stage is conducive to promoting the status of manufacturing industry’ global value chain,and it has a significant positive effect on the value chain status of countries with different economic development levels;(3)The influence of environmental regulation on technological innovation has a lag effect,and its effect is different between developed countries and developing countries.The increase of environmental regulation intensity will stimulate the enthusiasm of developed countries for technological innovation,but it is not conducive to the improvement of innovation level in developing countries;(4)In all sample countries,environmental regulation can make full use of the improvement of technological innovation to enhance the promotion of manufacturing industry’ value chain status;(5)For developed countries,the level of technological innovation has a positive partial mediating effect on the position of environmental regulation and manufacturing industry in the international division of labor;For developing countries,the technological innovation shows a negative intermediary effect acting on results of environmental regulation. |
