Non-ferrous metal tailings is a waste accumulation after mineral processing, waste tailings contain a large amount of heavy metal pollution. The tailings reservoir has the characteristics of high risk and pollution, which can cause serious land and environmental pollution in the environment and its own function. The land reclamation of tailing pond includes many aspects, such as land ecological restoration, environmental management and so on. With the complexity and particularity, the comprehensive improvement is needed to achieve a better effect. At present, the land reclamation and environmental control measures of China’s nonferrous metal tailing pond mainly include:the reinforcement of the tailings dam, the soil covered with soil, drainage facilities, road laying and so on. In our country laws and regulations and all kinds of technical specifications, all kinds of facilities layout design is relatively complete, but research shows that heavy metals can still be through surface runoff and plant absorption and migration and diffusion.This paper, based on the Ministry of land and resources public sector research and special research funds, taking Chaihe lead-zinc mine tailings as the object of study, experiment and demonstration research, new model of land reclamation and environmental control technology based on the tailings ecological closed, the preparation of the land reclamation project, and hope to provide a reference for similar tailings land reclamation project plan. In this paper, the results of research and program preparation are mainly reflected in the following aspects:(1) Through of Chaihe lead-zinc mine tailings survey sampling and test observations and analysis the problems existing in the current tailings land reclamation and environmental remediation, according to the proposed nonferrous metal mine tailings "closed" ecological land reclamation and environmental management mode, of Chaihe Pb Zn mine tailings were reclamation measures analysis, the preparation of land reclamation program, from the source control migration of tailings reservoir for heavy metals in a variety of ways of diffusion.(2) The collection and analysis of basic data of the tailing dam was determined that type throughout the area of lead-zinc mine tailings reclamation unit consistent, so tailings no longer like usually divided for each unit of reclamation land reclamation suitability evaluation, and direct reservoir land reclamation suitability analysis, according to the requirements of tailing pond in the "closed" ecological land reclamation and environmental governance model, a comprehensive analysis of the reclamation site conditions, heavy metal pollution diffusion characteristics and draw lessons from the surrounding tailings reclamation library, determine the land reclamation of tailings utilization direction of the shrub and according to the relevant requirements, planting varieties identified as Amorpha fruticosa.(3) According to the "ecological closed" land reclamation and environmental management mode of tailings pond, the main contents of land reclamation are suitable for the surface structure of tailings reservoir. By test and observation analysis, optimized covering soil and lime layer of topsoil structure measures, good barrier of heavy metals to the migration of overlying soil and plant diffusion, and to prevent the infiltration of rainwater into deep in the tailings as a threat to the stability of the tailings dam.(4) By tailings test observation and data collection, reasonably determine the calculation parameters, better completion of the tailings reservoir periphery interception flood and drainage drainage calculation and analysis, and lay the foundation for the design of water supply and drainage engineering, flood intercepting trench is arranged in the north and south sides of the tailings,14 drainages canal is arranged in the reservoir area is in closed ecological reclamation mode is one of the most important measures.
