Exploit of opencast mine will occupy a great quantity of the land resources and have negative effects on the eco-environment. So the study of the relationship between mineral resources development and eco-environment changes, making effective measures of ecological restoration, especially the reasonable land reclamation technology are very meaningful.Taking An TaiBao opencast mine as an example, based on1985,1993,2001,2006,2010TM images this paper firstly get secondary classification of land-use change figures using GIS, ERDAS. To better understand the main influencial area of land-use change, this paper further divided into the dump sites, inner mining boundaries area (excluding dump sites),2km influencial area outer mining boundaries (excluding dump sites)based on the secondary classification and analysed land-use change. The conclusions are as follows:During1985to1993, the forest land, grassland and cultivated land reduced sharply due to mining activities. But after1993the forest land, grassland and cultivated land rose obviously and showed a smooth trend because of the effect of reclamation work. Overall the mining area development is now in a balanced stable condition with a consistent speed between land reclamation and land damage. Transportation land and residential land both rose as the local economic development.This paper then specificly analysed the land-use change of the dump sites and it showed obviously that the land reclamation work effect is remarkable with the land reclamation rate rising from29.12%in1993to90.23%in2010. Grassland, cultivated land, forest land all increased during this period.In order to perfect and improve the land reclamation work in the future, this paper then evaluated the land reclamation technology system by establishing land reclamation technical analysis indicators and put forward the corresponding improvement suggestions for the promblems. Problems should be paid attention to in the future work including land expropriation policy, slope protection, vegetation maintenance work and study of biodiversity. At last the land reclamation technology system was perfected.At last ecological function regions of2053are divided into seven areas:qualified forage planting base, historical mining sites, wild animal ornamental garden, ecological agriculture comprehensive demonstration park, industrial ecology park, ecological reclamation landscape recreation area and forest park. And then planned development ways of each area and introduced the main development way including historical open pit and coal mine museum, ecological agriculture industry chain, forest land reclamation technology system, mining area ecological tourism.
