Groundwater is a valuable resource on the earth, which plays an important role in the process of human survival and development and economic progress. However, in recent years, sudden groundwater pollution accidents occur frequently. In order to improve the ability to deal with the sudden underground water pollution accident, to maintain social stability and to protect the environment, on the basis of previous studies,this paper proposes a set of sudden pollution accident early warning model of groundwater, and puts forward the emergency response measures correspond to early warning alert degree, in order to provide a reliable scientific basis for related research scholars and government departments response to incidents timely and effective. This paper mainly carries out the following aspects of the work:First of all,according to the actual field survey results, this paper introduces the natural environment of the study area, hydrological and geological conditions, and the potential risk sources which research area may occur accident, including industrial wastewater pollution, gas stations, garbage landfill field, agriculture pollution source and livestock breeding field. The assumption that incidents occurred in one livestock and poultry farm, according to the position between the breeding base and water quality monitoring wells, the evaluation target has been cleared about the early warning of sudden groundwater pollution accident.Secondly, the indicator system for early warning of sudden groundwater pollution accident was constructed by PSR model. In this paper we consider five factors,including the characteristics of pollution sources, groundwater vulnerability, natural environment risk, the risk to human health and social and economic loss risk. Fifteen early warning indicators are selected. Through the improved analytic hierarchy process,the weight of each index in the index system is obtained. The result is that the pollutant concentration is the biggest, the self toxicity of the pollutant is the second, and the net supply is the least.Thirdly, the calculation method and grade classification of each warning index are given by the reference standard or data. For the sudden groundwater pollution accident,the index grade standard is established in this paper. Early warning classification is divided into the giant warning, heavy warning, the police, the light warning and nowarning. On this basis, the sudden groundwater pollution accidents fuzzy judgment matrix is constructed by the AHP fuzzy comprehensive evaluation method and evaluated by the maximum membership degree principle. Results of the evaluation of early warning show that: the warning level of well G2 is level two, which needs to issue a yellow warning, indicating that will be subject to moderate pollution; the warning level of well G3 is level one, which needs to issue a blue warning, indicating that will be subject to slight pollution; the warning level of well G7 is level three, which needs to issue a orange warning, indicating that will be subject to severe pollution; the warning level of the control well G1 is zero level, which needs to issue a green warning,indicating that G2, G3 and G7 warning results can be used for reference.Finally, based on the early warning results of three wells and a control well, the emergency measures of sudden groundwater pollution accident are proposed, and the specific response measures are given respectively.
