Study On Evaluation Index System Of The Government Production Safety Accidents Emergency Management Capability

Although China’s production safety situation is generally favorable, which is still in the accident-prone period. Major production safety accidents usually cause serious casualties and economic losses because of sluggish government response and improper disposal measures, So the building of government production safety accidents emergency management capability is really an important issue. In this paper, based on emergency management theory, the author constructed evaluation index system of the government production safety accidents emergency management capability to meet the need of safety laws and emergency capacity-building, which can strengthen the government production safety accidents emergency management capability. The paper mainly carried out the following research:(1) The paper first introduced the background and significance of this project and reviewed the research status of evaluation index system of the emergency management capability to grasp the research progress of evaluation index system of the emergency management capability and sum up the problems of domestic research;(2) Then discussed the basic theory of production safety accident, emergency management, the evaluation indexes and selecting principles;(3) In accordance with relevant laws and regulations, documentation, the paper builded up evaluation indexes combined with the analysis of field research as well as the emergency disposal lessons, Delphi Technique was used to screen index, and eventually constructed a evaluation index system of emergency preparedness, emergency response ability, command and decision-making ability, emergency disposal of executive ability, information release and on-site management capability, which are all first grade indexes;(4) By experts’ marking method, AHP, 25 emergency relevant experts were invited to provide opinions on index weight. Through analysis of the results, the evaluation index weight at all levels were determined, and the comprehensive evaluation model was builded up combined with fuzzy comprehensive evaluation;(5) Using the evaluation system to evaluate the production safety accidents emergency management of a district government in Beijing, the results show that the production safety accidents emergency management ability is good, which validated the rationality of evaluation index system and evaluation model.
