Excessive consumption of energy is still an important and urgent economic problem that exists. Carbon emissions and energy use are closely related, and excessive consumption of energy causes a significant increase in carbon emissions. Correspondingly, increasing carbon emissions causes environmental pollution problems. Therefore, the study of carbon taxes and carbon emissions, and the relationship among economic growth, environmental protection and economic policy for the development are of great significance.This thesis summarizes the relevant economic theory carbon tax followed by description of the current situation of the economic growth and carbon emissions of eastern region. Finally, using panel data from 1995 to 2014 in eastern region, the article establishes VAR model about carbon tax and carbon emissions and then establishes econometric model about carbon taxes, economic growth, energy consumption and income distribution.The results show that, although the carbon tax (fuel price) helps reduce carbon dioxide emissions, the impact is extremely weak, far less than intensity of carbon dioxide impulse response to fuel prices. In short term, the impacts of carbon tax on the eastern region’s economic growth mainly reflect negatively, and may be positive or negative in long term. Therefore, we should design he relevant supporting policies in the perspective of impacts of carbon tax in long-term, to reduce the adverse effects of rising costs on economic growth and social welfare. At the same time, actively take measures to mitigate the negative impacts of carbon tax on economic growth in the short term.
