With the development of economy, social demand for petrochemical products is increasing day by day. Gasoline’s hydrodesulfurization unit is one of the core unit in the modern oil refining enterprise. It’s main function is to reduce the sulfur content of the gasoline and reduce the pollution to the environment. However, it is easy to cause the accident of dangerous chemical leakage, fire and explosion in the process of operation, which caused heavy casualties, property damage and environmental pollution. Therefore, the research on risk assessment of gasoline’s hydrodesulfurization unit is helpful to reduce the risk of operation and ensure the safe and stable operation of the unit.In this paper, the author carry out risk evaluation and study of technology for the gasoline’s hydrodesulfurization unit of a refinery in northeast of China. Main contents include:First of all, the author has carried out the risk identification of the gasoline’s hydrodesulfurization unit, the main risk factors are fire, explosion, leakage of dangerous chemicals and so on. Based on "the identification of major hazardous chemicals", the sum ratio between the amount of hazardous substances in the unit and the critical amount is 2.17, so it’s a major hazard.Secondly, the HAZOP method is used to evaluate the process of the gasoline`s hydrodesulfurization unit, which determined a slight or tolerable risk and 3 medium risk. The risk assessment matrix was used to evaluate the occupational health and safety, which determined 7 general occupational health risks, 110 general occupational safety risks, 12 major occupational safety risks. The environmental risk was evaluated by using multi factor evaluation method of environmental factors, which determined 56 general environment risks, 10 major environmental risks. Dow was used to analyze the fire and explosion hazards. In the 9 evaluation units, there are 3 units in "serious" risk rating, 5 units in "medium" risk rating, and a unit in "light" risk rating. Through the use of risk compensation measures, the risk of each unit is greatly reduced. By using risk compensation measures, the recycle hydrogen desulfurization tower unit is in "medium" risk rating, others are in "light" risk rating. According to the results of the risk assessment, the author formulate corresponding measures to reduce risk, which can effectively reduce the risk.Finally, according to results of the risk identification and risk assessment, the corresponding contingency plans were developed, which effectively reduced the possible consequences of the accident.
