In recent years, air pollution situation is more severe, and vehicle exhaust pollution is a major component of air pollution. It is closely related to our daily lives, but has a negative impact on us growing. Therefore, prevention and control of motor vehicle exhaust pollution is increasingly drawing our attention, strengthen the prevention and control system of vehicle exhaust pollution researching can help us analyze the defects on prevention and control process deeply and comprehensively,and promote air pollution control process in China.The prevention and control system of motor vehicle exhaust pollution is general legal system established by laws、regulations and other normative documents, in order to supervise and guide the behavior of motor vehicle exhaust emissions effectively, through the whole process of production、use、maintenance and scrap. Factors influencing the current motor vehicle exhaust pollution are the pollution control technology of motor vehicle, fuel quality and traffic condition. And the lack of appropriate prevention and control legal system is difficult to solve above problems pointedly. In terms of the management system, the absence of government’s overall planning function and the power confusion of the law enforcement hamper government’s effective supervision; the limitations of inspection and maintenance、total control、taxation、recall and scrap、 and other specific measures are not meet exhaust pollution prevention and control; the associated technical implementation also has the weaknesses. Therefore, we need to perfect regulations on exhaust pollution prevention and control, and strengthen the implementation and supervision of the system such as test and maintenance, improve the economic incentives from taxes and subsidies both sides, and complete the supporting measures like public transportation and new energy promotion.
