Since the world economy got into industrial era, the increasing capacity of the economy in the early stage of industral development has been always followed by high energy consumption and environmental pollution as same as China’s developing process under years of implementation of the reform and opening-up policy. How to balance economic growth, environmental pollution and energy exhaustion is an important subject of achieving energy-environment-economy sustainable development. This paper is based on the particular case of Yunnan Province, discussing the economy growth in Yunnan under environment and resource restriction from three angles as description of current status, building of theory model and empirical analysis.Through the existing theory review and combing, in theory model building part a three-sector endogeous growth model, consisting of human capital department, final product department and non-renewable resource department, is established based on learning-by-doing and human capital accumulation thought. Research results show that when considering the situation under both environmental pollution and natural resource depletion restrictions, optimal economic growth rate is possible to exist in this given economic model With analysis of the necessary condition to achieve sustainable growth are the conclusions below. At first human capital exploitation and technological advance provide with a crucial support to maintain sustainable growth. At second learning by doing effect increases explanatory power of capital to knowledge production.At third whether the sustainable development awareness of consumers is high or not determines the economy growth quality. In addition, the explanation of environmental pollution parameter could be extended to a policy simulation variable to measure practical management level and contamination controlling effect. In the part of quantitative analysis the paper chooses time series data of Yunnan Province to study the mutual relation of resource consumption, environmental pollution and economic growth. Finally draw the conclusion that variation of hydro power consumption and some pollutants emission such as sulfur dioxide and industrial solid wastes one-way casuses variation of production. Meanwhile, description of the alterable relation between pollutants emission and economic growth in Yunnan is not limited to inverted u-shaped. In the long term, positive effect generated by impact of pollution on economic growth is not sustainable. Waste water discharge explains the highest level of economic growth. In the final part, the paper gives specific policy advice based on theory and empirical research results.
