Anning City, known as "Phosphorus city", is one of the important mines city in Yunnan province. The city is rich in mineral resources, mainly phosphorus, salt, iron, bauxite and other mineral resources, is the center of the development area in Yunnan. Due to the long-term massive mining, the complex geological environment background conditions and poor governance efforts, the peace of mine geological environment in the city is under severe tests, mainly reflected in the frequently occurred geological disasters in mines, occupation and destruction of land, damage to the natural landscape, water pollution in mining area, dust pollution etc., Badly threaten the mine geological environment and the local people’s living quality in Anning City, and the geological disasters also makes People’s lives and property safety under threatened in Anning City. Therefore, after a research of Anning city’s geological environment, we draw conclusions about the effect factors of Anning City mines’geological environment, and then carry out the Anning City mine geological environment assessment, which is the necessary work for the restoration of mines’geological environment, and ensure local people’s quality of life and life safety; Designing and developing Anning City Mine Geological Environment Assessment Information System makes it convenient and fast to achieve the management and evaluation of the mine geological environment problems.In this paper, Anning City as the study area, on the basis of fully studied about area geological background, mining situation, mine geological disaster and restoration, then through visual interpretation of remote sensing image, outdoor field verification survey, indoor basic map vectorization and data reorganize, under the support of ArcGIS, to extraction the effect factors of mine geological environment assessment in the study area; After the full research and analysis of many evaluation method about geological environment of mine in home and abroad, quantization and classification of extractedevaluation factors, and determine the score with expert scoring method; Combining the AHP to determine the weight of each evaluation factor and construct the grid for each value; Construct the weighted assessment model to calculate the scores of geological background, mining activities, geological disasters in mining and mines geological environment restoration these four subsystems. Combining the scores of the four subsystems, using the method of weighted superposition to calculate Anning City mines’geological environment comprehensive evaluation score. Finally through the interpolation analysis draw the contour map of the study area of four subsystems and comprehensive evaluation.In order to achieve a more convenient and fast evaluation of mine geological environment assessment, based on the evaluation survey and analysis about the mines’ geological environment, we carry out the design and implementation of Anning City mines’geological environment assessment information system, the system uses C/S mode, establish a file Geodatabase; and use object oriented visual programming language C# in Visual Studio 2010 development platform, then take advantage of ArcGIS Engine (AE) secondary development kit, to realize the dynamic data maintenance, information query and retrieval, the auxiliary function module, statistical analysis, mines geological environment assessment, print output, software management and other functions. The establishment of the special information system is specifically designed for the evaluation of mine geological environment which can greatly simplify the tedious of the operation in professional GIS software and is easy to learn and easy to operate, even if not GIS professional staff can operate, effective in land resources planning and management department provides technical support, and has great practical value.
