Low carbon-economy is the new tendency and new trend of economy development in the present society. But China is currently in the stage of industrialization and urbanization, the energy consumption is very large, CO2 emissions continue to grow; while, as a developing country, we must take economic growth and eliminate poverty as the top priority. Accordingly, it is of great practical significance to grasp the characteristics as periodical in the transformation of low carbon. First, based on the review of previous literatures, this paper considers that the carbon emission effect of industrial structure changes based on international comparison can better grasp the characteristics of carbon emission under different development stages. From this perspective, the paper analyzes the mechanism of industrial structure and carbon emissions, and explains how the industrial structure can affect the carbon emission level through economic growth and energy structure. Then the paper conducts the descriptive statistical analysis on the status quo and development trend of different countries carbon emissions and industrial structure optimization, to explain the different characteristics of the different economic development stages and the historical process of carbon emission levels. In the end, we select seven developed countries and six developing countries 1980-2010 years of data, set the rationalization index and advancing index, measure the change of industrial structure in each country, and build panel regression model to analyze carbon emission effect of industrial structure change under different economic development. The study concluded that rationalization of industrial structure plays an important role in reducing carbon emissions. For developing countries, in the stage that economic structure upgrade is difficult and it is also hard to change in a short time, it is more necessary to pay attention to adjust the industrial structure of a reasonable degree, optimize the allocation of resources among different industries and reduce the deviation degree of industrial structure.
