In the face of the accelerated change of global warming,the increasing energy consumption leads to the gradual increase of greenhouse gas emissions.Since 2000,the rapid development of China's economy has resulted in the emission of greenhouse gases,mainly carbon dioxide,which has led to severe environmental problems in China.In recent years,Anhui province,as one of the regions of Yangtze River Delta,has seized the tide of The Times to develop the economy at a high speed,while the ecological environment problem has become an urgent problem that Anhui province must solve.Promoting industrial structure optimization is a crucial means of energy conservation and emission reduction.The optimization of industrial structure plays a decisive role in energy consumption structure and energy utilization efficiency,but energy consumption is closely related to carbon emissions,so the optimization degree of industrial structure and the change of carbon emissions generated by regional energy consumption have a mutual influence.In this paper,the 16 cities in Anhui province's industrial structure and employment,to industrial structure rationalization and advanced industrial structure into a starting point to explore the problem about energy carbon emissions,and on this basis,put forward the corresponding policy recommendations,to actively respond to produce a series of ecological environment problems,reduce the energy consumption is the use of carbon emissions,Protect the ecological environment on which we live.Based on the panel data from 2010 to 2019,this paper first calculates the degree of industrial structure rationalization through the inverse of the absolute value of The Tyre index,and finds that the overall level of industrial structure rationalization of all prefecture-level cities in Anhui Province from 2010 to 2019 shows a good upward trend.Then using the ratio of the output value of the tertiary industry to the output value of the secondary industry to measure the degree of the advanced industrial structure,the analysis finds that the advanced level of the industrial structure of Anhui Province as a whole also presents an obvious upward trend,indicating that the agricultural and industrial industry in Anhui Province is gradually developing to the service industry.Then,the IPCC inventory method is used to measure the carbon emissions of energy consumption,and the current situation of industrial structure and energy carbon emissions is descriptive statistical analysis.It is not hard to see that the energy carbon emissions of each city are on the rise year by year and there is a big difference between cities.Without considering the spatial benefit and spillover,the paper takes the energy carbon emission as the explained variable,the rationalization and upgrading of industrial structure as the main explanatory variables,and introduces other control variables to construct static panel econometric model and space panel econometric model respectively for empirical analysis.The results show that the spatial error model with fixed time is the best model through correlation model test.The spatial correlation of energy carbon emissions in Anhui province is strong,presenting a state of agglomeration of high and low values.High-level rationalization of industrial structure and industrial structure of the regression coefficient is 0.015 and 2.525,respectively,showed that the carbon emissions for the optimization of the industrial structure of energy consumption present significant adverse effects,the energy industry structure optimization can effectively reduce carbon emissions,and industrial structure contribution in the high-grade energy to reduce carbon emissions is higher than the rationalization of industrial structure.The control variables energy intensity,economic development level,population size and urbanization rate are also significantly correlated with energy carbon emissions.Among them,energy intensity,population size and urbanization rate are positively correlated with energy carbon emissions.All these factors have negative impacts on ecological and environmental protection.Finally,according to the empirical results of the impact of industrial structure optimization on energy carbon emissions in Anhui Province,this paper puts forward corresponding policy suggestions: accelerate the process of industrial structure optimization,increase the contribution rate of the tertiary industry;We will develop high-tech service industries and close down outdated production facilities.Increasing investment in technology research and development to enhance the capacity of low-carbon technologies;We will implement moderately tight environmental protection policies and strengthen cooperation in energy conservation and emission reduction.
