With the rapid development of economy in our country, the demand for energy is increasing. At the present, a large number of the domestic complex fault block oil reservoirs entered the stage that the production has declined gradually, the situation is so grim that the energy supply can not meet the requirement. However, because of fault development, serious heterogeneity and poor connectivity, the development process of the complex fault block oilfield has problems with short stable production period, quick production decline, and fast water-cut rising. The ultimate oil recovery has a serious impact on the economic development of the oilfield. Therefore, in terms of the characteristics of complex fault block oilfield, a complete evaluation system needed to be formed urgently,at the same time, effective measures and technology needed to be put forward to improve the effect of oilfield development.After a depth research on the basis of relevant literature in the domestic and overseas,a detailed analysis regarding the dynamic exploitation in Qinjiatun, summed up the five issues: the low efficiency in the well, imperfect perforation, low rate of corresponding injection-production, small and thin multi-layer which are divided unreasonable; well density is relatively high and their location is imperfect; injection and production systems are imperfect, the low degree of control in water flooding.On the basis of dynamic analysis, five categories of evaluation parameters are summarized, setting out the index as much as possible in the five categories of evaluation parameters, then these parameters through pairwise comparison are screened,which optimized 11 response criteria. According to the attribute characteristics of each parameter, different methods are used to give a quantitative evaluation. By establishing a comparison matrix, the weight of each parameter is determined.Chromatographic analysis is adopted to design a three-level hierarchical graph model.Finally, I established the evaluation index system for complex faulted reservoir and formed a perfect evaluation method. After a quantitative evaluation of the Qinjiatun oilfield development effect, the result is consistent with the actual development, whichtestified high reliability of the evaluation system, it can be applied to evaluate the development effectiveness of other complex fault block oilfield, it also provides good protection for the complex fault block reservoir development effect evaluation.In view of the the existing problems, the paper studied the feasibility of methods in detail to improve the development effectiveness, which include the well network deployment, subdividing development series, re-perforating measures, stable extract technology and horizontal well technology. A wide variety of technology are summarized to improve the function and adaptability of complex fault block reservoir development effect.
