Global warming, as the representative of the environment has become an important issue restricting human development. With the development of economy and industrialization,greenhouse gas emissions has increasingly put forward for many times and wanted to be solved.There is a lot of coal, oil and other primary energy reserves in Xinjiang. With these resources mining and product,GDP in Xinjiang has been improved a lot.These heavy chemicals, heavy energy sectors are increasingly being support departments, and made a great contribution in economic growth and labor force in Xinjiang.But it should not be overlooked is environment problems in Xinjiang is getting more and more serious,carbon dioxide emissions and emissions intensity has increased steadily.Whetherthe Copenhagen Climate Conference or "Thirteen Five" plan of China,they have expressed the need to control carbon emissions and reduce carbon in tensity associated determination.Since the western development, the pace of industrial restructuring is accelerating day by day.The economy of Xinjiang has improved a lot and the amount of it has enlarged much more than before, and the living standards have markedly improved.However, the traditional development mode with high energy consumption, high pollution, high input but low output has not met today’s development needs.The ultimate goal of the industrial structure adjustment is to promote economic growth and ensure the labor force, so the problem of adjustment of industrial structure in whenever a period or a stage of development is worthy of being studied and explored. This paper is under such a context of energy saving carbon emissions, made its own thinking of industrial structure adjustment in Xinjiang.This paper made a systematic literature before summing up,noticing that in a previous study,the concept of carbon constraint does not be defined.This paper considers the specific situation in Xinjiang, defining the concept of carbon emission constraints on carbon emissions and carbon intensity, and has beendescribed separately.Recently, Xinjiang is in the rapid development stage of industrialization and urbanization.This paper reviews the evolution of the history of industrial structure of Xinjiang since the reform and opening up,and makes an assessment of industrial structure situation.This paper argues that at this stage of industrial structure, traditional heavy industry sectors have the great impact, mostly concentrated in the secondary industry.The level of agriculture and services is lower,and the effect of light industry on the economy is not obvious. Then this paper makes carbon emissions estimates to industry sectors,combining with industrial carbon emissions and Gray Correlation Analysis,makes an analysis of correlation of carbon emissions and industrial structure.The paper concludes that secondary industry has the largest correlation between industrial structure and carbon emissions,and primary industry and tertiary industry have equivalent correlation.Thereby, in the process of industrial restructuring, government should focus on secondary industry.After comparing degree of association of industrial structure and carbon emissions, by establishing two objective functions and a constraints of a linear programming model, the paper simulates the adjusted economic value added and accounted for 28 department in Xinjiang. Compared simulation data before and after,this paper proposes three key development sectors:Traditional industrial, Characteristics of farm products processing industry and fine processing industry, Transportation, warehousing and post-al and transport equipment industry.Finally,the paper analyses the difficulties and focus on industrial structure adjustment in Xinjiang, and puts forward four specific policy recommendations in the future development:first,accelerate low carbon technology innovation and promote industrial upgrading;secondly,enhanced low-carbon environmental awareness and control of high-carbon industrial development;thirdly, transformation of economic development and focus on promoting industrial restructuring;last, to develop low-carbon industries and foster new economic growth points.
