The Jing-Jin-Ji region, including Beijing, Tianjin and Hebei, Tangshan, Baoding, Langfang, Qinhuangdao, Zhangjiakou, Chengde, Cangzhou, Handan, Xingtai, Hengshui and Shijiazhuang 11 prefecture level cities, 37 municipal districts. In accordance with the overall requirements of China’s economic and social development strategy, this region should become an important part of China’s participation in international competition and modernization construction. Problems came from the conflict between the requirements of integrity in ecological environment management and the requirements of division in administrative region management. with the lack of effective cooperation mechanism to restrict the government’s cooperation, so that the ecological environment of The Jing-Jin-Ji region still need to be resolved. Therefore, it is necessary to establish a reasonable and effective cooperation mechanism for the treatment of cross regional environmental pollution and the objective requirements of the cooperation.This paper using the overall governance theory to solve problems like the regional economic integration of The Jing-Jin-Ji region is currently facing some institutional barriers to be eliminated, urban administrative status in the region is not equal, the coordination of the three party communication mechanism is not perfect.From the perspectives of economics, politics and law, the author puts three kinds of main governance mechanisms. Compares and analyzes the practical utility and limitations, and then analyzes the feasibility of the overall governance from three aspects, and finally makes the four aspects of the overall governance of The Jing-Jin-ji region.
