The Study Of The Difficulties And Countermeasures Of China's Rural Ecological Environment From The Perspective Of Multiple Subjects

In the fifth Plenary Session of the 18 th CPC Central Committee,the party put forward the Green Development Strategy,and established a comprehensive system of environmental governance.It also emphasized that the government,market society should get together to governance environment,in order to construct the “Beautiful China”.Environmental governance has a significant impact on the steady development of our country,the perfect degree of environmental governance institutions and mechanisms are related to the success or failure of governance reform.At present,China's rural environmental problems are becoming increasingly serious,especially in resource destruction and environmental pollution,at the same time,the rural environmental governance efficiency is very low.In this condition,the research of dilemmas and countermeasures of rural ecological environment governance from the multi subject perspective,has a great significance.First,this research is mainly based on the theory of governance and polycentric governance,then presents institutions and mechanisms of China's rural ecological environment governance and points out its shortcomings by combing overall situation of China's rural ecological environment,formation reasons and governance issues.Finally this research puts forward that multi subject should co-govern rural ecological environment to solve increasing serious rural ecological environment.From the perspective of polycentric governance,China's environmental governance has gone through the following stages: First,the government as the only governance of environmental governance.In this period,government mainly uses administrative means;the second is introducing market mechanisms.Market gives full play to its decisive role in the allocation of resources to govern the environment mainly through the market mechanism;the third period is to guide the public to participate.It mainly depends on the public's supervision to government and market behaviors.Through the three stages development above,we can see the changes of governance institutions and mechanisms.From a single government governance to introduction of market mechanism,it made up for the lack of national macro-control,then to actively guide the public participation,it not only shows that China's development of multi subject governance,but also reflects the government has a richer and more perfect awareness of environment governance during the process.After that,this research turns to the governance dilemma of multi subject unclear responsibilities among the government,market and the public during the process of rural ecological environment governance.In order to solve this,we use the theory of multi center governance and focus on the ultimate goal of the system and mechanism construction,so as to guide the benign interaction of multi subject,and multi collaborative governance.To this end,this research attempts to establish a framework for the interaction and coordination of multiple subjects,which is the main stakeholders of environmental governance,including the government,the market,and the public.The core idea of multi subject cooperative governance is to give full play to the leading role of the government's macro-control,the decisive role of market allocation of resources,and to maximize the mobilization of the public to actively participate in.It will form a positive interaction among the government,market,and the public,besides,establish an equal dialogue mechanism,to achieve truly collaborative governance.
