Research On Rural Ecological Environment Governance From The Perspective Of Holistic Governance

To achieve comprehensive revitalization of rural areas,ecological revitalization is an important support.However,the ecological and environmental issues in rural areas have not been completely resolved,and problems such as water pollution,soil pollution,air pollution,and household waste pollution still threaten the effective improvement of rural living environment.How to achieve effective governance and long-term governance of rural ecological environment is worth exploring and exploring.The theory of holistic governance focuses on public demand and information technology as a governance tool,emphasizing trust and responsibility,coordination and integration.The theory of holistic governance has a natural fit with rural ecological environment governance,and it is possible and necessary to introduce the theory of holistic governance into rural ecological environment governance.Through literature research,field survey,comparative research,and from the perspective of holistic governance,we found that China’s rural ecological environment governance has many problems,such as "fragmentation" of governance,insufficient participation of governance subjects,and difficulty in monitoring and supervising rural ecological environment.The main reasons are that the concept of holistic governance centered on public demand is not deep enough,and there is lack of coordination and integration between governments The sense of responsibility of the governance subject is weak,and the application of information technology lags behind.In response to the issue of rural ecological environment governance in China,combined with the theory of holistic governance,a holistic strategy for rural ecological environment governance is proposed: firstly,to strengthen the top-level design of overall rural ecological environment governance;Secondly,we need to transform the government concept and establish a holistic governance concept centered on public demand;Thirdly,further clarify the main responsibilities of rural ecological environment governance and strengthen the participation awareness of governance entities;Fourthly,we need to activate the endogenous power of multiple subjects and integrate the collaborative forces of multiple subjects;Fifth,we need to deepen the integration of digital technology resources and promote the informatization of rural ecological environment governance;Six is to establish and improve a long-term governance mechanism,in order to achieve effective rural ecological environment governance.
