It was proposed the concept of ecological civilization by scholar in the 20 th century,which was following the form appears after the agricultural and industrial civilizations. Put another way, ecological civilization is the deeper forms of civilization. It is an important complement to today’s society and the basis of material civilization, political civilization and spiritual civilization. As the domestic concept of ecological civilization started late and the declining of domestic ecological environment after industrialization, it is urgent and needs for a combination of research status to have construction planning. In this paper, the case of the ecological state of Chunhua County in Shaanxi Province are practically analytic, it is practical significance and role of ecological civilization construction to plan proposed Chunhua County.After analyzing the index system of national and Shaanxi Province ecological demonstration counties civilization, along with the other important indicators of the system,this paper puts forward innovative evaluation system of ecological civilization construction of four sub-systems of a total of 28 indicators with the practical feasibility of data collection. It is also listed for calculation process to show Chunhua County related indicators, comparing the data of three other counties(Huangling County, Chenggu County, Lueyang County) in Shaanxi Province. Thesis is using the method of different dimensions of the data analysis process- entropy analysis method for data processing for standardization index weight calculation; After that, it has used gray correlation analysis method to analyze different types of data in different directions potentially impacting the construction of ecological civilization of data analysis, The calculation results the score for results for each sub-system and the overall ecological civilization evaluation system in each county, which can analyze the pros and cons of each subsystem for Chunhua County, and compares with the other three counties,it has a certain practical significance for Chunhua County to propose improvements of advantages and disadvantages.The paper discusses the basic situation of Chunhua County, which is focused of analysis,in terms of water quality and protection, drainage systems and the handling, garbage collection, etc. On the one hand, we was planning related utilities in Chunhua County. On the other hand, we compare the different ways- public-private partnership model and the traditional model for utilities construction. As the same time, the paper focuses analyzed the no standard indicators from the construction of ecological civilization system. In the actual situation on the basis of the county, it proves the two kinds of mode to improve the indicators for the construction of ecological civilization, and specifically propose support for the project.After analysis, Chunhua County, Huangling County, Chenggu County, Lueyang gray correlation analysis scores are 0.516, 0.612, 0.565, 0.573. Chunhua County has certain advantages in terms of ecological and infrastructure systems, but comparison with other counties, there is a certain gap between the centralized treatment of sewage and garbage treatment, the overall score is low, there is still much room for improvement. Therefore, this article focuses on its weak areas and has the relevant planning, it is proposed to build a number of ecological civilization construction support project, which can obviously enhance the level of ecological civilization Chunhua County, this may be for a national ecological civilization construction demonstration counties.
