| China has a wide range of counties,where county population is in majority.County ecological civilization construction occupies a major position in the construction of national ecological civilization.The construction of ecological county is an important part of building beautiful China and a significant part of the construction of ecological civilization.It has a great influence on promoting the development of socialism with Chinese characteristics and building a well-off society in an all-round way.Therefore,this paper has carried on the research of ecological civilization construction,which has positive practical significance.This paper carried out researches from four aspects,including the theory and practice of ecological civilization construction in the county,analysis of the overall situation of ecological civilization construction in ecological county,the specific changes of ecological civilization construction in the eastern,central and western regions and the policies and the suggestions for improving the evaluation of ecological civilization in ecological county.Firstly,this paper reviewed the results of the evaluation of ecological civilization construction at home and abroad.Meanwhile,it introduced the basic theory of ecological civilization construction and the system structure of ecological civilization construction,and summarized the practice of ecological civilization construction in county in China.Secondary,the evaluation index system of ecological civilization construction performance of national ecological county is constructed.Based on the Entropy Method and available data,the performance of ecological civilization construction of 34 national ecological counties from 2005 to 2015 is calculated.The results are as follows,with the passage of time,the performance of ecological civilization construction in national ecological county has been gradually increasing.The changes of the ecological economy,ecological environment,ecological culture,ecological society and ecological system in the national ecological county are analyzed.In terms of ecological economy,the ecological economic construction of Kunshan City is slightly better than other counties as a whole,and the ecological economy of Chishui City is developing fastest.In terms of ecological environment,the ecological environment of national ecological counties in Sichuan,Guizhou and other provinces is relatively poor.In terms of ecological culture,the ecological cultural development levels of the ecological counties in Sichuan are significantly better than those in other provinces.Among them,the ecological culture in Wenjiang District and Shuangliu County has developed rapidly.In terms of ecological society,the advantages of social development in Zhejiang Province,Jiangsu Province and Beijing have decreased,but the social development advantages of Sichuan and Guizhou have continued to increase.In terms of ecological system,the ecological system performance scores of some national ecological countiesin liaoning,Zhejiang and Jiangsu Provinces were in a negative growth state.The ecological system performance scores of Pengzhou City and Pujiang County in Sichuan Province were in a reduced state,and only a few ecological counties were on the rise.Therefore,ecological counties are divided to the Eastern,Central and Western Regions.The performance differences of ecological civilization construction in national ecological county within the region were compared and analyzed.The results shows,the achievement score of ecological civilization construction in the Eastern ecological counties showed a rising trend.Among them,the score of ecological civilization construction in Zhejiang Province was generally higher than Jiangsu Province,but the latter had a higher growth potential for ecological civilization construction.In the Central Region,the performance score of ecological civilization construction in Jixi County was higher than that of other ecological counties as a whole.However,the development of ecological civilization in Huoshan County was slower,and the score of the improvement of the performance of ecological civilization construction in huoshan county was the largest.In the Western Region,the performance scores of ecological civilization construction in Shuangliu County,Qujiang New District and Pixian County in 2007 were lower than in 2006.Since then,the ecological civilization construction performance scores of the three ecological counties have been continuously rising,and the const performance scores of other ecological counties show a rising trend.Finally,according to this research,this paper put forward the following suggestions:(1)Speed up the transformation of industrial structure with regional advantages,(2)Reduce the pollution of ecological environment and improve the quality of environment,(3)Actively promote the construction of ecological culture and raise people's awareness of ecological civilization,(4)Strengthen the research on the construction of ecological civilization,and promote the publicity and popularization of ecological civilization,(5)Establishing cadre performance appraisal system and strengthening social supervision system,(6)Carry out the mechanism of ecological compensation to promote the construction of ecological civilization in underdeveloped areas. |
