With the improvement of the socio-economic development and the residents’living standards, the consumption idea and dietary structure has also undergone a corresponding change. Because of the growing demand for meat, milk and eggs, livestock and poultry industry has become a pillar industry in the development of modern agriculture. However, the rapid development of livestock industry, will make the pollution caused by livestock get more serious, which has become one of the major sources of agricultural nonpoint source pollution. Strengthening the prevention and control of livestock pollution and carrying out a comprehensive treatment of livestock and poultry waste, is an inevitable requirement to implement the scientific outlook on development, to improve rural eco-environment, to increase the level of the livestock husbandry development and to promote the construction of modern agriculture.Manure biogas processing mode is of great significance to solve the bottleneck in the development of large-scale farming of livestock. Through setting up a centralized processing center for waste anaerobic fermentation, the development trend of combining biogas technology, the livestock industry and the efficient agriculture, has good prospects. Therefore, the manure biogas processing mode livestock pollution prevention and control, and product utilization of biogas projects, the development of modern circulation system of agricultural research, not only help solve the pollution caused by the cultivation of livestock, but also help to promote the construction of ecological agriculture.In this paper, Jiangsu Wujin District Lijia agricultural demonstration garden is used for the study area. Applying data collection, surveys, expert advice and other research metho ds, the author analyzed the disadvantage existing in the construction and operation of the bi ogas governance in some scattered and small livestock farms. Through setting up a central ized processing center for waste anaerobic fermentation in the park, an unified system to co llect livestock manure. The main conclusions are as follows:(1) Recent investigation of construction and operation of the biogas governance in the liv estock farms revealed the control and utilization situation of the livestock pollution in rural area and pointed dispersion manure biogas control project to promote the process exist the major problem.(2) A case study on Wujin District Lijia agricultural demonstration garden, investigated the park surrounding livestock and poultry farms, the proposed small-scale farms through centralized collection of poultry manure, poultry manure anaerobic fermentation of the establishment of regional centralized processing center, achieve the purpose of control livestock pollution. System design related technical parameters centralized processing center, combined with the actual production of agricultural demonstration zone, the product of biogas energy recovery projects and ecological use, solves both livestock pollution problems, but also to obtain a high quality clean energy,also forcefully promoted the construction of modern agricultural cycle.(3)Operating results and economic, environmental and social benefits such as comprehensive evaluation of livestock were concentrated pollutant gas processing center, obtained both for farmers or for society, animal contaminants centralized biogas processing mode is an economically viable livestock pollution control mode, which can effectively solve the problem of pollution dispersion poultry farms, improve the ecological environment of agriculture and crop production also have a significant effect, it is worth popularization and application in rural areas.
