Coal resources are vital for countries like China who has large energy consumptions. Since China has a heavy demand of coal resources, the coal mining industry occupies a very important position in the energy field. However, coalmine accidents do occur frequently in recent years, which have caused negative influences in the society and caused widespread public concerns in China. As a result, it urges us to do better in preventing the coalmine accidents. In preventing coalmine accidents, an accurate target should be made clearly based on different conditions and objects in different coalmines. Secondly, a scientific and rational guidance document is very important in preventing coalmine accidents. Thus, the safety evaluation of coalmines will provide important reference for preventing coalmine accidents.Coal mining system is complicated and could be influenced by many factors. Plus that some special coal mines have their own special conditions, those factors all require a suitable safety evaluation method to make the evaluation result convincible. This essay is based on analytic hierarchy method, has built a coal mine safety evaluation index system. As well as using the 1-9 important degrees comparison method to assign different weights for different evaluation index. This essay also introduced the method of ratio of risk degree and safety degree, combined with the evaluation form of safety index of Cui jiagou coal mine, has evaluated the safety conditions in Cui jiagou coal mine. This essay also pointed out potential problems and disadvantages in the coal mining process of Cui jiagou coal mine, and at the same time, some constructive suggestions have been raised for the development of Cui jiagou coal mine. In order to insure the successful evacuation and timely rescue when accident happens, based on the GIS shortest path analyze method, this essay has established a system which could be supportive in looking for the emergency path. With the support of this system, the coal miners could find the escape route more efficiently and the rescue workers could approach the site of accident more quickly.
